دیالکتیک مسئولیت دولت و اخلاق بین‌المللی در مسئله پناهجویی و مهاجرت نگاهی انتقادی به رویکرد دولت محور مایکل والزر

درباره چگونگی تعامل و نسبت اخلاق و مسئولیت دولت در مساله مهاجرت و پناهجویی اختلاف‌نظر قابل توجهی وجود دارد. برخی از آن‌ها مثل جهانشمول‌گرایان معتقد به مسئولیت گسترده دولت‌ها برای فراهم کردن شرایط لازم این مردمان بوده و عده دیگری مانند دولت‌گرایان معتقد به مسئولیت محدود دولت‌ها در سازماندهی این حوزه هستند. در این میان مایکل والزر فیلسوف معاصر جایگاه متمایزی دارد. ایده‌های وی ترکیبی تکاملی و دیالکتیکی از مسئولیت دولت ملی و درنظر داشت اخلاق بین‌المللی است. از این‌رو این مقاله با اتکا به این دوگانه مسلط در رویکردهای فلسفی- سیاسی به مهاجرت و پناهجویی و به طور خاص رویکرد مایکل والزر به دنبال پاسخی تبیینی به این پرسش اساسی است که چه نسبتی میان مسئولیت دولت و امر اخلاقی بین‌المللی می‌تواند مبنای سیاستگذاری در مسئله مهاجرت پناهجویی باشد؟برای پاسخ به این پرسش ابتدا مناظره دولت محوری و جهان‌شمول‌گرایان درباره مهاجرت و پناهجویی به شکلی کوتاه تبیین خواهد شد و سپس با تبیین ایده‌های ترکیبی مایکل والزر در این مساله، نقدهای خود را تشریح خواهیم کرد. در پایان نگارنده، وجه نوآوری پژوهش حاضر را ارائه صورتبندی جدید از ایده‌های سیاستگذارانه مهاجرتی و پناهجویی در نگاه مایکل والزر و همچنین نقد رویکرد ترکیبی به مسئولیت دولت و اخلاق‌گرایی بین‌المللی می‌داند.

migration and asylum are global issues that affect a significant portion of the global population. the solution to migration and asylum challenges depends on the actions of national governments and necessitates substantial global collaboration among national governments, governmental and non-governmental organizations, and institutions. in this regard, the tension between the exclusive duties and legitimacy of national governments in policymaking regarding the individual and collective rights of migrants and refugees, on the one hand, and their conflict with human rights and other values and norms based on the international order, on the other, has fueled significant debates in migration and asylum policy and ethics.there is considerable disagreement among scholars about how morality and state responsibility intersect in the context of migration and asylum. universalists advocate for a broad view of state responsibility, whereas statists adopt a more limited interpretation. among these thinkers, the contemporary philosopher michael walzer holds a distinctive position. his ideas represent an evolutionary and dialectical approach that combines national state responsibility with an emphasis on international ethics. in light of the prevailing dualities in philosophical and political approaches to migration and asylum, particularly as illustrated by michael walzer's perspective, this article seeks to offer a novel interpretation of the intertwined concepts of state responsibility and international ethics. it aims to answer a central question: what form of relationship between state responsibility and international ethics can inform the formulation of policies on migration and asylum?
