برآورد ارزش مشارکت مردمی (سرمایه‌گذاری) برای جلوگیری از اثرات زیان‌‌بار توسعه صنعت (مطالعه موردی: اردکان)

آلودگی‌های ‌محیط‌زیستی مشکل عمده مرتبط با صنعتی شدن سریع، شهرنشینی و افزایش استانداردهای زندگی مردم است. تلاش زیادی برای کنترل آلودگی ناشی از دفع زباله با تبدیل مواد زاید ناخواسته به مواد اولیه قابل استفاده‌‌های مجدد و مفید انجام شده است. مشکلات مربوط به دفع مواد زاید جامد صنعتی با کمبود امکانات زیرساختی و سهل انگاری صنایع در اتخاذ راهکارهای مفید همراه بوده است. هدف این مطالعه برآورد اقتصادی اثرات توسعه صنعت فولاد بر ‌محیط‌زیست در شهرستان اردکان است. داده‌های مورد نیاز در این مطالعه از طریق جمع‌آوری آمار و اطلاعات ثبت‌شده در ادارات شهر اردکان و همچنین تکمیل تعداد 513 پرسشنامه دوگانه دوبعدی در بخش آلودگی هوا و تعداد 244 عدد پرسشنامه دوگانه دوبعدی در بخش کشاورزی در سال 1395 به دست آمده است. در این مطالعه با ‌بهره‌گیری از رهیافت ترجیهات اظهار شده و مدل لوجیت، تمایل به دریافت افراد برای چشم‌‌پوشی از خسارت‌‌های وارد شده ناشی از صنایع فولاد بر بخش آلودگی هوا15757360ریال و محصولات کشاورزی7646640 ریال در سال برای هر فرد محاسبه شد. طبق نتایج به‌‌دست آمده، 77 درصد از پاسخ‌‌گویان معتقد بوده‌‌اند که آلودگی ناشی از صنایع فولاد بر سلامت روان اثرگذار است و در مقابل 23 درصد از افراد معتقد بوده‌‌اند که بر سلامت روان آن‌‌ها اثرگذار نبوده است. نتایج حاکی از آن است که ارزش کل خسارات ناملموس 1.6 هزار میلیارد ریال و ارزش کل خسارات ملموس 1.2 هزار میلیارد ریال در سال 1395 است. به عبارت دیگر، ضروری است حداقل به‌‌اندازه این خسارات در سال ‌سرمایه‌گذاری به منظور جلوگیری از اثرات مضر صنایع فولاد درکارخانجات فولاد شهرستان اردکان صورت گیرد.

Estimating the Value of Public Participation (Investment) to Prevent the Harmful Effects of Industry Development (Case Study: Ardakan)

Environmental pollution is a major problem associated with rapid industrialization, urbanization and rising living standards for people. A large effort has been made to control the pollution from waste disposal by converting unwanted waste into raw materials suitable for reuse and useful use. Problems related to the disposal of solid industrial waste are mostly related to the infrastructural shortage and negligence of the industries in adopting effective solutions. The purpose of this study was to assess the economic effects of steel industry development on the environment in Ardakan. The required data was obtained in 1395 by collecting statistics and information recorded in Ardakan’s offices, as well as completing 513 twodimensional dualresponse questionnaires on the air pollution section and a total of 244 twodimensional twodimensional questionnaires in agricultural sector. In this study, using the preferred logistic approach and the logit model, the tendency of individuals to ignore the damage caused by the steel industry as the air pollution was 15757360 Rials and and for damage to the agricultural products were 7646640 Rials. According to the results, 77% of the respondents believed that contamination caused by steel industry affected mental health, and 23% thought otherwise.  The results indicated that in the year 1395 the total value of intangible damages was 1.6 thousand billion rials and the total value of gross tangible damages were 1.2 thousand billion rials. In other words, it is necessary to at least invest the same amounts to prevent the harmful effects of steel industry in Ardakan steel industries.
