نقش و مسئولیت ‌محیط‌زیستی راپمی در قبال توسعه پایدار خلیج فارس (مطالعه موردی: احداث جزایر مصنوعی)

از ابتدای هزاره سوم میلادی کشورهای حاشیه جنوبی خلیج فارس رو به ساخت جزایر مصنوعی آوردند. در این تحقیق به بررسی نقش و مسئولیت راپمی در قبال محیط‌زیست و توسعه پایدار خلیج فارس پرداخته شده است. کشورهای مذکور با احداث جزایر مصنوعی سبب تخریب محیط‌زیست دریایی می‌شوند. در این مقاله، چگونگی اجرای نقش محیط‌زیستی سازمان راپمی در خصوص مقابله با احداث جزایر مصنوعی تبیین شده است، با علم به این مطلب که احداث جزایر مصنوعی سبب به خطر افتادن محیط‌زیست دریایی خلیج فارس می‌‌شود. در این راستا نقش و مسئولیت سازمان محیط‌زیست منطقه‌ای با تشریح ساختار و سازمان، اهداف کنوانسیون، شرح وظایف، پروتکل‌های پنج‌گانه، مواد قانونی موجود مورد بحث قرار گرفته است. در این مقاله با استناد به اهداف کنوانسیون، پروتکل‌ها و برخی از مواد سی‌گانه مرتبط با موضوع نقش‌هایی که این سازمان می‌تواند ایفا نماید در قالب آینده پژوهی توصیه‌ای بررسی شد. این پژوهش به روش توصیفی تحلیلی با تکیه بر منابع کتابخانه‌ای، اینترنتی و استفاده از نرم‌افزارهای gis و snagit به تجزیه و تحلیل این موضوع پرداخته است. روند حل و فصل این موضوع از طریق مذاکره با اعضا راپمی و یا ارجاع آن به کمیسیون قضایی راپمی است که در صورت عدم پیگیری در بازه زمانی کوتاه مدت سبب به خطر افتادن محیط‌زیست دریایی خلیج فارس و دریای عمان می‌‌شود.

The Role and Responsibility of ROPME for Sustainable Development in the Persian Gulf (Case Study: Creation of Artificial Islands)

From the beginning of the third millennium AD, the countries on the southern shore of the Persian Gulf has begun to build artificial islands. In this study, the role and responsibility of Regional Organization for the Protection of the Marine Environment (ROPME) towards the environment and sustainable development of the Persian Gulf has been investigated. The countries along the Persian Guld and Sea of Oman coasts are destroying the marine environment by building artificial islands. Knowing that construction of artificial islands endangers the marine environment of the Persian Gulf and Sea of Oman, the role of the ROMPE in countering the construction of artificial islands are explained in this paper. For this we resort to the role and responsibility of the regional environmental organizations; their structure, the objectives of the ROPME Convention, its duties, its five protocols, the existing legal provisions and their implementation. Based on the objectives of the Convention, the protocols and some of the materials related to the roles of this organization we reviewed and summarised issues in the form of foresight analysis recommendations. For this, we applied a descriptiveanalytical research using library resources, Internet and the use of GIS and Snagit software. The process of invloved talks on important cases with ROPME members or referring to the ROPME Judicial Commission. If these cases are not followed up in a short period of time, the marine environment of the Persian Gulf and the Sea of Oman will be endangered.
