امنیتی‌سازی به‌مثابه‌ کنش گفتاری: تحلیل و ارزیابی از منظر انسجام نظری

امنیتی‌سازی به‌مثابه‌ کنش گفتاری به‌معنای فرایندی است که طی آن، یک موضوع (موضوع امنیت) از سوی مرجع صلاحیت‌دار (مرجع امنیتی‌سازی) به‌عنوان تهدیدی وجودی برای بقا و ارزش‌های امنیتی معرفی می‌شود (مخاطب) و مستلزم واکنش‌های فوق‌العاده است. این مفهوم، اگرچه یکی از نظریه‌های تخصصی مطالعات امنیت است؛ ولی به‌علت عدم تحلیل از منظر انسجام نظری، ضروری می‌نماید که آن را پیگیری کنیم. ازاین‌رو هدف از نگارش این پژوهش پاسخ به این پرسش است که آیا امنیتی‌سازی به‌مثابه‌ کنش گفتاری در چهارچوب مکتب کپنهاک از انسجام نظری کافی برخوردار است تا به‌عنوان یک چهارچوب تحلیلی جامع در مطالعات امنیتی به‌کار گرفته شود؟ آنچه با استفاده از روش توصیفی تحلیلی و تفسیر گزاره‌های اسنادی مکتب کپنهاک به‌نظر می‌رسد، این است که به‌علت ابهام در تعریف دقیق نقش مرجع امنیتی‌سازی و مخاطب، تعارض میان ارکان مختلف و تناقض در برخی از رهنمودها کاربرد عملی این الگو را در تحلیل مسائل پیچیده‌ امنیتی کاهش می‌دهد. بنابراین اگرچه مکتب کپنهاک در ارائه‌ یک چهارچوب نوآورانه برای تحلیل امنیتی‌سازی موفق بوده؛ اما برای تبدیل شدن به یک الگوی جامع و کارآمد، نیازمند بازنگری است.

securitization as a speech act refers to the process through which an issue (security referent) is presented by a competent authority (securitizing actor) as an existential threat to the survival and values of a security object (audience) and necessitates emergency measures. although this concept is one of the specialized theories in security studies, it seems necessary to pursue it due to the lack of analysis from the perspective of theoretical coherence. therefore, the aim of this research is to answer the question: does securitization as a speech act within the copenhagen school framework possess sufficient theoretical coherence to be used as a comprehensive analytical framework in security studies? what appears, using a descriptive-analytical method and interpretation of the copenhagen school's documentary propositions, is that ambiguity in precisely defining the role of the securitizing actor and the audience, conflict among different components, and contradiction in some guidelines reduce the practical application of this model in analyzing complex security issues. thus, although the copenhagen school has been successful in presenting an innovative framework for analyzing securitization, it requires revision to become a comprehensive and effective model.
