چالش حقیقت و واقعیت در سیاست خارجی دولت مدرن (مطالعه موردی جمهوری اسلامی ایران)

حقیقت به‌معنای آنچه باید باشد و واقعیت به‌معنای آنچه هست، دو بستر شکل‌گیری کنش‌های سیاست خارجی هستند که تعیین اصالت و تنظیم نسبت مشخص میان آن دو همواره از دغدغه‌های اساسی سیاست‌گذاران و سیاست‌ورزان بوده است. پژوهش حاضر با استفاده از روش توصیفی تحلیلی به‌دنبال پاسخ به این سوال اساسی است که آیا داده‌های تاریخی، وجود چالش نسبت‌سنجی میان حقیقت و واقعیت در سیاست خارجی دولت‌های مدرن را تایید می‌کند؟ و در صورت مثبت بودن پاسخ، جمهوری اسلامی ایران به‌عنوان یک نظام سیاسی ارزشی، سیاست خارجی خود را در نسبت با این دو مولفه‌ تاثیرگذار چگونه صورت‌بندی می‌کند؟ یافته‌های پژوهش گواهی می‌دهد که نسبت‌سنجی مطلوب حقیقت و واقعیت از دوران باستان تا کنون، همواره به‌عنوان چالشی اساسی در حوزه‌ نظری و عملی سیاست خارجی مطرح بوده است. جمهوری اسلامی ایران با توجه به ماهیت و مبانی بنیادین خود، راهبرد حق‌گرایی را در حوزه‌ سیاست خارجی مبنای عمل قرار می‌دهد؛ اما با پیگیری حقایق در بستر واقعیت و توجه به اقتضائات آن، سیاست خارجی خود را بر مبنای انسجام نظری و عملی حقیقت و واقعیت صورت‌بندی می‌کند.

truth, meaning what ought to be, and reality, meaning what is, are two bases for the formation of foreign policy actions. determining authenticity and establishing a specific relationship between them has always been a fundamental concern for policymakers. using a descriptive-analytical method, this research seeks to answer the fundamental question: do historical data confirm the existence of a challenge in balancing truth and reality in the foreign policy of modern states? and if the answer is affirmative, how does the islamic republic of iran, as a value-based political system, formulate its foreign policy in relation to these two influential components? the research findings indicate that achieving a desirable balance between truth and reality, from ancient times to the present, has always been a fundamental challenge in the theoretical and practical realm of foreign policy. considering its nature and foundational principles, the islamic republic of iran adopts a right-oriented strategy in the realm of foreign policy; however, by pursuing truths within the context of reality and considering its exigencies, it formulates its foreign policy based on the theoretical and practical coherence of truth and reality.
