بررسی عوامل موثر بر اجرای خطمشی‌های ابلاغی بخش هوانوردی و حمل و نقل هوایی مبتنی بر قانون برنامه‌ی پنج‌ساله‌ی ششم توسعه کشور

هدف پژوهش حاضر، بررسی عوامل موثر بر اجرای خط‌مشی‌های ابلاغی بخش هوانوردی و حمل و نقل هوایی مبتنی بر قانون برنامه‌ی پنج‌ساله‌ی ششم توسعه کشور است. روش پژوهش از نظر هدف، کاربردی است، از نظر روش گردآوری داده‌ها، توصیفی-پیمایشی و از لحاظ نوع داده‌ها، کمی است. جامعه‌ی آماری مورد نظر در این تحقیق شامل 250 نفر از کارشناسان ستادی و عملیاتی سازمان هواپیمایی کشوری و شرکت فرودگاه‌ها و ناوبری هوایی ایران می‌باشند که براساس نمونه‌گیری تصادفی ساده و فرمول نمونه‌گیری کوکران، 152 نفر از آنان به عنوان نمونه انتخاب شدند. براساس بررسی مبانی نظری، پیشینه‌ی تحقیق، 19 شاخص در قالب 6 عامل(متغیر) به عنوان عوامل موثر بر اجرای خط‌مشی‌های مورد نظر احصا و در قالب پرسش‌نامه محقق ساخته به عنوان ابزار جمع‌آوری اطلاعات در میان جامعه‌ی آماری توزیع گردید. روایی محتوایی پرسش‌نامه‌ توسط صاحب‌نظران و خبرگان و پایایی آن با استفاده از ضریب آلفای کرونباخ و ضریب بالای 0.7 برای تمام متغیرها تایید شد. داده‌ها توسط نرم‌افزار spss ، smart pls و expert choice مورد تحلیل قرار گرفته است. یافته‌های پژوهش نشان داد که عوامل اثرگذار به ترتیب اولویت عبارتند از سازمان مجری خط‌مشی‌ها، مجریان خط‌مشی‌ها، انواع کنش‌ها در اجرای خط‌مشی‌ها، ماهیت خط‌مشی‌ها، محیط اجرایی خط‌مشی‌ها و تدوین خط‌مشی‌های هوانوردی و حمل و نقل هوایی. همچنین این بررسی نشان داد بین عوامل موثر بر اجرای برنامه‌های مصوب(سازمان مجری خط‌مشی‌ها، مجریان خط‌مشی‌ها، انواع کنش‌ها در اجرای خط‌مشی‌ها، ماهیت خط‌مشی‌ها، محیط اجرایی خط‌مشی‌ها و تدوین خط‌مشی‌های هوانوردی) رابطه‌ی معناداری وجود دارد و این رابطه به صورت مستقیم و مثبت می‌باشد.

investigating the effective factors on the implementation of the announced policies of the aviation and air transport sector based upon the law of the country’s 6th five-year development plan

the aim of the current research is to investigate the effective factors on the implementation of the announced policies of the aviation and air transportation sectors based on the law of the 6th five-year development plan of the country. the research method is practical in terms of purpose, descriptive-survey in terms of data collection method and quantitative in terms of data type. the intended statistical population in this research includes 250 staff and operational experts of the civil aviation organization and the airports and the iran airports company, and based on simple random sampling and cochran’s sampling formula, 152 of them were selected as a sample. based on the review of theoretical foundations, literature, 19 indicators in the form of 6 variables as effective factors on the implementation of the desired statistical policies and a researcher-made questionnaire for collecting the required data were distributed among the population. the content validity of the questionnaire was confirmed by experts and its reliability using cronbach’s alpha coefficient and a coefficient above 0.7 for all variables. the data was analyzed using spss, smart pls and expert choice software’s. the findings have shown that the effective factors, in order of priority, are the organization implementing the policies, the policy executors, the types of actions in the execution of the policies, the nature of the policies, the implementation environment of the policies, the codification of the aviation policies and air transport. these results are significant at the alpha level of 0.05.
