امکان‌سنجی ترمیم حقوق و دستمزد محیط‌بانان و جنگل‌بانان از محل مشارکت عمومی

امروزه حفاظت از منابع‌‌طبیعی و محیط‌‌زیست راهکاری اساسی برای دستیابی به توسعه پایدار و تضمین رفاه نسل‌‌‌‌های حاضر و آتی بوده و در همین راستا، تامین حداقل منافع محیط‌بانان و جنگل‌بانان در قالب حقوق و دستمزد منصفانه، برای حفاظت از این موهبت‌‌ها، ضرورتی انکارناپذیر خواهد بود. بنابراین، هدف تحقیق حاضر برآورد تمایل به پرداخت، برای مشارکت افراد جامعه در ترمیم دستمزد محیط‌بانان و جنگل‌بانان و برآورد عوامل موثر بر احتمال مشارکت است. اطلاعات مورد نیاز در این مطالعه با تکمیل 640 پرسشنامه به روش نمونه‌‌گیری تصادفی ساده در استان‌‌های مازندران و البرز و شهر تهران در سال 1396 جمع‌‌آوری شد. در این مطالعه، میزان اثرگذاری و سهم هر یک از عوامل فردی، اجتماعی، اقتصادی و میزان تمایل به پرداخت افراد با استفاده از روش ارزشگذاری مشروط و رهیافت دوگانه دوبعدی برآورد شد. براساس نتایج 59 ‌‌درصد خانوار در مطالعه حاضر به پرداخت مبلغی برای ترمیم دستمزد محیط‌بانان و جنگلبانان بوده‌‌اند. همچنین برآورد انتگرال تابع لوجیت در الگوی ترمیم دستمزد، نشان می‌‌دهد متوسط تمایل به پرداخت ماهانه خانوار در نمونه مورد بررسی برای افراد پیامدگرا و اخلاقگرا به ترتیب 21000 و 18000ریال است. با توجه به مشارکت 59 درصدی در فرایند ترمیم حقوق و تعمیم آن به جامعه مورد تحقیق از مجموع مناطق، پتانسیل جذب 377 میلیارد ریال در سال خواهد بود که با تعمیم آن به کشور می‌‌توان منبع قابل اتکایی به میزان 1466 میلیارد ریال را خارج از منابع دولتی برای حفظ منابع‌‌طبیعی و محیط‌‌زیست پیش‌‌بینی نمود.

Feasibility of Correcting the Wages of Environment and Forest Rangers Through Public Participation

Nowadays, the protection of natural resources and the environment is a fundamental solution for achieving sustainable development and guarantees the welfare of present and future generations. In this regard, it is essential to provide a minimum level of benefits for environment and forest rangers through fair wages. So in this study was reviewed willingness to pay (WTP) for participation in correcting the wages of environment and forest rangers, and factors affecting on the probability of participation. Required data was collected through 640 questionnaires which were distributed based on simple random sampling approach in Mazandaran and Alborz provinces and Tehran city in 2017. The individual, social and economic factors and willingness to pay were estimated by using conditional valuation Method (CVM) and twodimensional dual approach. The results showed that 59% of the households were willing to pay for correcting the wages of environment and forest rangers. The integral of the logit function showed that the monthly average of willingness to pay for the ethical and consequential people was 21000 and 18000 Rials, respectively. Considering the participation of 59% in the process of correcting wages and generalizing this result to the population, the total WTP for the population would be almost 377 billion Rials per year. By extending this result to the country, it is possible to predict a reliable source in the amount of 1466 billion Rials outside government resources to preserve natural resources and the environment.
