شناسایی و الویت‌بندی سیاست‌های کاهش انتشار آلاینده‌ها در صنایع نفت و گاز

رشد جمعیت جهانی و گسترش روزافزون صنایع سبب آسیب و تخریب محیط‌زیست و منابع‌طبیعی شده است به صورتی که این عامل به یک مساله اساسی تبدیل شده و توجه بسیاری از محققان و صاحبان صنایع را به خود جلب کرده است. گرمای بیش از حد زمین، تخریب لایه اوزون، موجودیت گازهای گلخانه‌ای وغیره مساله‌ای است که در حد یک کشور و یک منطقه نبوده و موجودیت همه سرنشینان کره خاکی را با مخاطره روبه‌رو خواهد کرد. در ایران نیز توجه به مساله محیط‌زیست به واسطه وجود ذخایر عظیم سوخت‌های فسیلی و استفاده نامناسب از این ذخایر در پالایشگاه‌های نفت و گاز که سهم به سزایی در انواع آلودگی‌‌های محیط‌زیستی دارند اجتناب ناپذیر خواهد بود. به همین جهت در این پژوهش بر آن بوده‌ایم تا سیاست‌‌های کاهش انتشار آلاینده در این صنایع را مورد بررسی قرار داده و ضمن اولویت‌بندی آن‌ها برنامه‌ریزان را در اتخاذ سیاست‌های مناسب برای کاهش آلاینده‌‌ها و به ویژه گازهای گلخانه‌ای یاری دهیم. بر این اساس با مصاحبه با خبرگان دانشگاهی، صنعت نفت و گاز و حوزه محیط‌زیست شاخص‌‌هایی به عنوان راهکارهای موثر در کاهش آلاینده محیط‌زیست شناسایی شده و با استفاده از تکنیک تصمیم‌گیری anp که یکی از روش‌های کارآمد در تصمیم‌گیری چندمعیاره است به رتبه‌بندی شاخص‌‌ها پرداخته‌ایم. نتایج این پژوهش نشان می‌دهد که سیاست بانکداری انتشار نسبت به سایر سیاست‌‌ها از اهمیت بالاتری در صنایع نفت و گاز جهت کاهش آلاینده‌ها برخوردار است.

Identify and Prioritize Policies to Reduce Emissions in the Oil and Gas Industry

The world population growth and the increasing expansion of industries have damaged the environment and natural resources that are the big issues of our time, have attracted the attention of many researchers and industry owners. The excessive heat of the earth, the destruction of the ozone layer, the presence of greenhouse gases and etc., are problems that are not only a major threat for a country or a region but also a danger for all creatures on the earth. Draw attention to international issues is inevitable in Iran due to the existence of massive fossil fuel reserves and inappropriate use of these reserves in oil and gas refineries as these energies contribute to a large number of environmental pollutions. In this research, therefore, emission reduction policies in these industries have been studied and prioritized to assist planners in adopting appropriate policies to reduce related pollution and, in particular, greenhouse gases. Accordingly, by interviewing academic experts, the oil and gas industry and the field of environment, indexes have been identified as an effective ways to reduce environmental pollutions. We have benefited of Analytical Network Process (ANP) technique, which is one of the effective methods in Multiple Criteria Decision Making (MCDM), to ranking of indicators. The results of this research show that the banking policy of publishing is more important than other policies in the oil and gas industry to reduce pollutions.
