تحلیل پیشران ‌های کلیدی موثر بر توسعۀ ورزش همگانی فرماندهی کل انتظامی با رویکرد آینده ‌پژوهی

زمینه و هدف: ورزش همگانی در سطح سیاست‌های کلان فرماندهی کل انتظامی باید مطرح شود و توسعه و پیشرفت آن به‌عنوان مسئله ای پیچیده که متاثر از دگرگونی‌ها و عدم قطعیت‌های زیادی است، مورد توجه قرار گیرد؛ بنابراین، پژوهش حاضر با هدف شناسایی پیشران‌های کلیدی موثر بر توسعۀ ورزش همگانی فرماندهی کل انتظامی با رویکرد آینده‌پژوهی انجام گرفته است.روش: روش پژوهش مبتنی بر رویکرد آینده‌پژوهی می‌باشد و جامعۀ آماری تحقیق شامل مدیران، صاحب‌نظران و خبرگانورزش فرماندهی کل انتظامی بود. روش نمونه‌گیری در این پژوهش به‌صورت غیر تصادفی هدفمند است که درنهایت 19 نفر به‌عنوان نمونه آماری انتخاب شد. در پردازش داده‌ها نیز از روش‌هایمتعدد آینده‌پژوهی ازجمله تکنیک دلفی، تحلیل اثرات متقاطع و تحلیل ساختاری و برای تفهیم و تبیین آیندۀ ورزش همگانی فرماندهی کل انتظامی استفاده شد و در انتها، داده‌ها توسط نرم‌افزار میک‌مک تحلیل شد.یافته‌ها: نتایج نشان داد که تعداد 13 آینده‌ساز و پیشران شامل «سیاست‌گذاری و برنامه‌ریزی صحیح، افزایش بودجۀ اختصاصی به ورزش همگانی، تدوین نظام جامع ورزش همگانی فرماندهی کل انتظامی، بالابردن دانش مدیران و مسئولان ورزش فرماندهی کل انتظامی، تغییر نگرش فرماندهان نظامی در اولویت قراردادن ورزش همگانی نسبت به قهرمانی، استفاده از فناوری و تجهیزات نوین استاندارد در توسعۀ ورزش همگانی، برگزاری جشنواره و همایش‌های متعدد علمی و وبینارها در حوزۀ ورزش همگانی فرماندهی کل انتظامی، همکاری با فدراسیون همگانی و شهرداری‌ها، تبلیغات رسانه‌ای جهت تشویق کارکنان فرماندهی کل انتظامی به ورزش همگانی، شرایط زیرساختی توسعۀ ورزش همگانی، فرهنگ‌سازی ورزش همگانی، سبک زندگی فعال کارکنانفرماندهی کل انتظامی و قرار گرفتن ورزش در سبد خانواده کارکنان فرماندهی کل انتظامی» بیشترین تاثیرگذاری را بر آینده ورزش همگانی فرماندهی کل انتظامی دارند.نتیجه‌گیری: پیشنهاد می‌شود متولیان ورزش فرماندهی کل انتظامی با ایجاد تغییر نگرش در فرماندهان نسبت به اجرایی نمودن 13 پیشران کلیدی به‌دست‌آمده از نتایج پژوهش در برنامۀ عملیاتی سالیانه موجب ایجاد رشد و ارتقای وضعیت جسمانی فعلی کارکنان، مشارکت بیشتر و حضور فعال‌تر در ورزش همگانی کارکنان فرماندهی کل انتظامی در آینده شوند.

key drivers affecting the development of public sports in the i.r. police: a futurist approach

background and objective: public sports should be emphasized in the macro policies of the general command of law enforcement. the development of public sports is a complex issue influenced by various transformations and uncertainties. therefore, this study aims to identify key drivers influencing the development of public sports in the general command of law enforcement using a foresight approach.method: the research follows a foresight methodology, and the statistical population includes managers, experts, and specialists in law enforcement sports. the sampling method was non-random purposive sampling, selecting 19 participants. data were analyzed using various foresight techniques, including delphi, cross-impact analysis, and structural analysis, with micmac software used for interpretation.results: the results identified 13 key drivers shaping the future of public sports in the general command of law enforcement: proper policymaking and planning, increasing the allocated budget for public sports, developing a comprehensive system for public sports in law enforcement, enhancing the knowledge of managers and sports officials, changing military commanders’ perspectives to prioritize public sports over competitive sports, utilizing advanced technology and standard equipment, holding scientific festivals, conferences, and webinars on public sports, cooperating with the public sports federation and municipalities, media promotion to encourage law enforcement staff participation in sports, improving infrastructure for public sports development, cultural promotion of public sports, encouraging an active lifestyle among law enforcement personnel, including sports as a fundamental part of employees’ family lives.conclusion: it is recommended that law enforcement sports officials work towards shifting commanders’ perspectives and implementing these 13 key drivers in annual operational plans to enhance physical fitness, encourage participation, and promote a more active lifestyle among personnel in the future.
