الگوی تعاملی مدیریت انتظامی و ترافیکی سفرهای اربعین با تمرکز بر نقش دستگاه‌های اجرایی

زمینه و هدف: یکی از موضوعات بسیار مهم و سنجش پذیر از دیدگاه عموم مردم و مسئولین، هنگام فرا رسیدن ایام اربعین حسینی (ع)، بحث تعامل بین دستگاه‌های اجرایی دخیل در ترافیک می‌باشد. هدف از پژوهش حاضر، ارائۀ الگوی تعاملی مدیریت انتظامی و ترافیکی سفرهای اربعین با تمرکز بر نقش دستگاه‌های اجرایی بود.روش: این تحقیق از نظر هدف، کاربردی و از نظر روش آمیخته (کیفی کمّی) از نوع اکتشافی می‌باشد. جامعۀ آماری در بخش کیفی، خبرگان ستاد پلیس راهور فراجا و استادان دانشگاه جامع علوم انتظامی امین به روش نمونه‌گیری هدفمند مبتنی بر معیار بود. در بخش کیفی از روش تحلیل تم با استفاده از نرم‌افزار maxqda2020 استفاده شد. جامعۀ آماری بخش کمّی تعداد 381 نفر از افسران ارشد پلیس راهور تهران بزرگ بود که در این بخش به روش در دسترس برابر جدول مورگان، تعداد 186 نفر برای نمونه انتخاب شد. برای اعتبارسنجی مدل حاصل از بخش کیفی به روش مدل‌یابی معادلات ساختاری از نرم‌افزار تحلیل عاملی تاییدی pls3 smart استفاده شد.یافته‌ها: یافته‌های تحقیق در بخش کیفی نشان داد الگوی تعاملی مدیریت انتظامی و ترافیکی سفرهای اربعین به‌ترتیب شامل تعامل با سازمان راهداری، سازمان اورژانس، مسئولین استانی، پلیس راهور و سازمان هلال‌احمر است. بر اساس یافته‌های تحقیق در بخش کمّی بیشترین تعامل در مدیریت انتظامی و ترافیکی سفرهای اربعین به ترتیب تعامل با پلیس راهور، سازمان راهداری، اورژانس، هلال‌احمر و مسئولین استانی بود.نتیجه‌گیری: الگوی تعاملی مدیریت انتظامی و ترافیکی سفرهای اربعین به‌منظور مدیریت ترافیک سفرهای زائران، ارتقاء ایمنی تردد، پیشگیری از وقوع سوانح، مدیریت هوشمندانه سفرها، تسهیل در عبور و مرور و ارائه خدمات مطلوب به زائرین اجرا می‌شود و سازمان‌های دخیل در ترافیک برای تسهیل در تردد زوّار تا پایان سفر اربعین از تمامی ظرفیت‌های خود استفاده می‌کنند.

interactive model of law enforcement and traffic management for arbaeen pilgrimage, focusing on the role of executive agencies

background and aim: one of the most critical and measurable issues from the perspective of both the general public and officials during the arbaeen pilgrimage period is the interaction between executive agencies involved in traffic management. the objective of this study was to present an interactive model for law enforcement and traffic management of arbaeen pilgrimage, emphasizing the role of executive agencies.method: this study is applied in purpose and employs an exploratory mixed-methods (qualitative-quantitative) approach. in the qualitative phase, the statistical population included experts from the traffic police headquarters (faraja) and professors from amin university of law enforcement sciences, selected through purposive criterion-based sampling. thematic analysis was conducted using maxqda2020 software. in the quantitative phase, the statistical population comprised 381 senior officers from the greater tehran traffic police, from which 186 participants were selected based on morgan’s table using convenience sampling. to validate the qualitative model, structural equation modeling (sem) was employed using smart pls3 software.results: the qualitative findings indicated that the interactive model of law enforcement and traffic management for arbaeen pilgrimage involves interactions with the road maintenance and transportation organization, emergency medical services, provincial officials, traffic police, and the red crescent organization. the quantitative findings showed that the highest level of interaction in law enforcement and traffic management for arbaeen pilgrimage occurs with traffic police, followed by the road maintenance and transportation organization, emergency medical services, the red crescent, and provincial officials.conclusion: the interactive model of law enforcement and traffic management for arbaeen pilgrimage is designed to manage pilgrim traffic, enhance travel safety, prevent accidents, implement intelligent travel management, facilitate movement, and provide optimal services to pilgrims. organizations involved in traffic management utilize all available resources to ensure smooth travel for pilgrims until the completion of their journey.
