نقش فرماندهان انتظامی در جلب مشارکت سایر سازمان‌ها در پیشگیری از جرم مورد مطالعه کلان‌شهر ارومیه

زمینه و هدف: موفقیت هر سازمان در گرو تصمیمات اتخاذشده و اقداماتی است که مدیر آن مجموعه انجام می‌دهد. این مهم در سازمان‌های نظامی و انتظامی نیز جایگاه ویژه‌ای دارد؛ لذا این تحقیق با هدف شناخت نقش فرماندهان انتظامی در مسئول‌سازی سایر سازمان‌ها در پیشگیری از جرم انجام شد.روش: تحقیق حاضر از لحاظ هدف، کاربردی و از حیث روش کیفی به صورت تحلیل مضمون است. مشارکت‌کنندگان تحقق 23 نفر از خبرگان (فرماندهان و معاونان انتظامی شهرستان ارومیه و همچنین روسای پلیس‌های تخصصی) بودند که با استفاده از روش نمونه‌گیری هدفمند مبتنی بر معیار و تا زمان رسیدن به اشباع نظری مصاحبه انجام شد. ابزار جمع‌آوری اطلاعات مصاحبۀ نیمه ساختاریافته بود و برای محاسبۀ پایایی از روش پایایی بین دو کدگذار و ضریب کاپای کوهن استفاده شد که پایایی حاصل از دو کدگذار با توجه به محاسبات 94 درصد به دست آمد. تجزیه‌وتحلیل اطلاعات با استفاده از نرم‌افزار مکس کیو دی‌ای انجام شد.یافته‌ها: در فرایند تحلیل اطلاعات تعداد سه مضمون فراگیر شامل نقش مطالبه‌گری، نقش تعاملی و نقش مشارکتی فرماندهان انتظامی در مسئول‌سازی سایر سازمان‌ها با سیزده مضمون سازمان دهنده شامل «تعامل با سازمان‌های مسئول در پیشگیری از جرم، تشویق سازمان‌ها برای ایجاد فرایند مراقبتی با ابزار و تجهیزات، ارائه تسهیلات محیطی و کالبدی، برقراری ارتباط با مردم و آموزش، مطالبه تخصص گرایی، الزام به عمل و عدم شعارگرایی، ارتقای کیفی مسئولیت‌پذیری، تثبیت برنامه‌های پیشگیری از جرم در سازمان‌ها، ارتقای فعالیت‌های آموزشی پژوهشی، مشارکت در جلوگیری از آنومی سازمانی توانمندسازی و تقویت سرمایه‌های اجتماعی» و 45 مضمون پایه به دست آمد.نتیجه‌گیری: نتایج تحقیق نشان داد فرماندهان انتظامی می‌توانند از طریق مشارکت و تعامل با مسئولین سایر سازمان‌ها و همچنین مطالبه گری از ایشان، نقش بسزایی در پیشگیری از جرم داشته باشند.

the role of police commanders in attracting the participation of other organizations in crime prevention (case study of urmia)

background and aim: the success of any organization depends on the decisions taken and actions taken by the manager of that complex. this matter has a special place in military and law enforcement organizations; therefore, this research was conducted with the aim of knowing the role of police commanders in making other organizations responsible in crime prevention.method: the current research is applied in terms of purpose which is conducted via a qualitative method within a thematic analysis. the participants of the realization were the experts (commanders and police deputies of urmia city as well as the chiefs of the specialized police) who were interviewed using the purposeful sampling method based on criteria and until the theoretical saturation was reached. the data collection tool was a semi-structured interview, and the reliability method between two coders and cohen’s kappa coefficient was used to calculate the reliability. data analysis was done using max qda software.results: in the process of data analysis, there are three overarching themes including the demanding role, the interactive role, and the collaborative role of police commanders in making other organizations responsible, with thirteen organizing themes including &interacting with responsible organizations in crime prevention, encouraging organizations to create a care process with tools and equipment, providing environmental and physical facilities, communicating with people and education, demanding specialization, requiring action and not sloganeering, improving the quality of responsibility, establishing crime prevention programs in organizations, promoting educational-research activities, participating in preventing organizational anomie of empowerment and strengthening of social capital& and 45 basic themes were obtained.conclusion: the results of the research showed that police commanders can play a significant role in crime prevention through participation and interaction with the officials of other organizations as well as demanding from them.
