طراحی الگوی راهبردی جرم ‌یابی جعل اسناد با رویکرد پلیسی

زمینه و هدف: جرم ‌یابی یکی از دغدغه‌های اصلی سازمان‌ها اعم از دولتی و غیردولتی به‌طور عام و سیستم‌های قضایی، امنیّتی و پلیسی به‌طور خاص است و همین امر اقتضا می‌کند که با به‌کارگیری توان بالقوه علمی موجود روز دنیا به‌عنوان ابزار اصلی پیشگیری و مقابله با آن، میزان وقوع آن را در حد امکان کاهش داد. در همین راستا، هدف اصلی از این پژوهش؛ طراحی الگوی راهبردی جرم‌یابی جعل اسناد با رویکرد پلیسی تعیین شد.روش: در این پژوهش از روش تحقیق آمیخته (کیفی و کمّی) استفاده شد. جامعۀ آماری در بخش کیفی، خبرگان مطلع از موضوع شامل کلّیۀ کارآگاهان، متخصصان، قضات، استادان و خبرگان (درون و برون سازمان) هستند؛ و حجم نمونه در حد اشباع نظری تعیین شد. جامعۀ آماری در بخش کمّی، حدود 30 نفر از کارشناسان جعل اسناد پلیس آگاهی فراجا و پلیس آگاهی تهران بزرگ برآورد شد که به‌صورت تمام شمار انجام شد. برای جمع آوری داده های بخش کیفی از مصاحبه نیمه ساختاریافته و در بخش کمی نیز از پرسشنامه محقق ساخته استفاده شد. و همچنین برای تحلیل داده های بخش کمی از آزمون های تحلیل عاملی تاییدی باستفاده از نرم‌افزار spss نسخه 21 و نرم‌افزار لیزرل استفاده شد.یافته‌ها: مطابق با یافته‌های به‌دست‌آمده در بخش کیفی؛ چهار بُعد اصلی (محتوایی، فرایندی، زمینه‌ای و کارکردی) دسته‌بندی و در بخش کمّی به‌منظور سنجش ابعاد تحقیق با استفاده از روش معادلات ساختاری، نتایج تمامی ابعاد موردنظر تایید شد.نتیجه‌گیری: در تبیین نتایج طرح تحقیق باید خاطرنشان کرد که بحث محتوایی در امر جرم‌یابی جعل اسناد از اهمیت ویژه‌ای برخوردار است و جای خالی آن احساس می‌شود که مطابق نظر خبرگان، تجهیزات آزمایشگاهی با تکنولوژیبروز رسانی شود. در ارتباط با بُعد فرایندی، لازم است هماهنگی بین پلیس و قوّۀ قضائیه بیشتر شود؛ همچنین بهره‌گیری از پایگاه داده با تمرکز بر حاکمیت الکترونیکی نقطه عطف مقابله با جعل اسناد در بُعد زمینه‌ای به شمار می‌رود و سرانجام، بحث کارکردی در امر جرم‌یابی جعل اسناد، اهمیت ویژه‌ای دارد.

designing a strategic model for detection of document forgery with a police-based approach

background and aim: crime investigation is a major concern for both governmental and non-governmental organizations, as well as judicial, security, and police systems in general. this necessitates the use of existing scientific potential as the primary tool for prevention and combating crime to reduce its occurrence as much as possible. in this regard, the main objective of this research is to design a strategic model for document forgery crime investigation with a police approach.method: this research employs a mixed-method (qualitative and quantitative) research design. the qualitative population includes informed experts on the subject, such as detectives, specialists, judges, professors, and experts (within and outside the organization). the sample size in the qualitative section was determined based on theoretical saturation. in the quantitative section, approximately 30 experts in document forgery from the cyber police and tehran greater police intelligence were estimated, and a complete enumeration was carried out. semi-structured interviews were used for qualitative data collection, and a researcher-made questionnaire was used for quantitative data collection. confirmatory factor analysis using spss version 21 and lizerl software was employed for quantitative data analysis.results: according to the qualitative findings, four main dimensions (content, process, contextual, and functional) were categorized. in the quantitative section, using structural equation modeling, the results confirmed all the intended dimensions.conclusion: in interpreting the research results, it should be noted that the content dimension in document forgery crime investigation is of special importance, and there is a perceived gap that, according to experts’ opinions, laboratory equipment should be upgraded with technological advancements. regarding the process dimension, there is a need for more coordination between the police and the judiciary; furthermore, utilizing a database with a focus on electronic governance is a turning point in combating document forgery in the contextual dimension. finally, the functional aspect of document forgery crime investigation holds special importance.
