واکاوی فعالیت‌ های علمی در فرماندهی انتظامی جمهوری اسلامی ایران

زمینه و هدف: نقش فعالیت‌های علمی در توسعۀ همه‌جانبۀ پایدار، چنان برجسته و انکارناپذیر است که می‌توان آن را نیروی محرک توسعه در همۀ حوزه‌ها دانست؛ از این رو هدف پژوهش حاضر واکاوی فعالیت‌های علمی در فرماندهی انتظامی جمهوری اسلامی ایران می باشد.روش: این پژوهش از نظر هدف، کاربردی و از لحاظ رویکرد، ترکیبی است. جامعۀ آماری تحقیق شامل همۀ مدیران، فرماندهان، اعضای هیئت‌علمی دانشگاه علوم انتظامی امین و پژوهشگاه علوم انتظامی و مطالعات اجتماعی فراجا در سال 1400 می شود. حجم نمونه در بخش کیفی، 10 نفر بود که از طریق مصاحبۀ نیمه ساختاریافته و با استفاده از روش نمونه‌گیری هدفمند و پس از رسیدن به اشباع نظری انتخاب شدند؛ و در مرحلۀ کمّی، 75 نفر از کارشناسان و متخصصین علم و پژوهش به‌منظور تایید مولفه‌های احصا شده با روش نمونه‌گیری هدفمند از میان جامعۀ آماری انتخاب شدند. برای تجزیه‌وتحلیل در بخش کیفی، از مصاحبه با روش تحلیل محتوای کیفی و در بخش کمّی، از آماره‌های توصیفی جداول فراوانی و میانگین و آزمون رتبه‌بندی فریدمن بهره‌برداری شده است.یافته‌ها: فعالیت‌های علمی فرماندهی انتظامی جمهوری اسلامی ایران در چهار بُعد سازمانی محتوایی، ساختاری، رهبری و ارتباطات مورد شناسایی قرار گرفت که به ترتیب بُعد رهبری با میانگین 3.79، بُعد محتوایی با میانگین 3.01، بُعد ساختاری با میانگین 2.74 و بُعد ارتباطات با میانگین 2.1 در فعالیت‌های علمی فراجا دارای اهمیت است.نتیجه‌گیری: بُعد رهبری اولین بُعد سازمانی شناسایی شده در راستای ارتقای فعالیت‌های علمی در فراجا است و این اهمیت رهبری و مدیریت در ساختارهای تحقیقاتی را نشان می دهد. اهمیت مدیران اجرایی جهت پیوند سیستم اجرا با سیستم علمی، حمایت مدیران و فرماندهان از دستاوردهای پژوهش ازجمله شاخص‌های بُعد رهبری است که می‌بایست مورد توجه سلسله‌مراتب فرماندهی انتظامی جمهوری اسلامی ایران قرار گیرد.

investigation of scientific activities in the command of law enforcement in the islamic republic of iran

background and aim: the role of scientific activities in comprehensive and sustainable development is so prominent and undeniable that it can be considered as a driving force for development in all areas. therefore, the aim of this research is to investigate scientific activities in the command of law enforcement in the islamic republic of iran.method: this research is applied in terms of objective and mixed-method in terms of approach. the statistical population of the study includes all managers, commanders, members of the academic staff of amin police science university and police science and social studies institute in 2021. the sample size in the qualitative section was 10 individuals who were selected through semi-structured interviews and purposive sampling method until theoretical saturation was reached. in the quantitative phase, 75 experts and researchers in the field of science and research were selected using purposive sampling method from the statistical population to validate the identified components. qualitative content analysis and descriptive statistics such as frequency tables, means, and friedman rank test were used for data analysis.results: scientific activities in the command of law enforcement in the islamic republic of iran were identified in four organizational dimensions: content, structure, leadership, and communication. the leadership dimension had the highest average with 3.79, followed by the content dimension with an average of 3.01, the structure dimension with an average of 2.74, and the communication dimension with an average of 2.12, indicating their importance in scientific activities within the law enforcement organization.conclusion: leadership dimension is the first identified organizational dimension in promoting scientific activities within the law enforcement organization, highlighting the importance of leadership and management in research structures. the importance of executive managers in bridging the implementation system with the scientific system, as well as the support of managers and commanders for research achievements, including indicators of the leadership dimension, should be considered by the hierarchy of command in the law enforcement of the islamic republic of iran.
