اقدامات انتظامی در پیشگیری از قاچاق فرآورده‌های سوختی در استان ‌های مرزی با نقش میانجی‌ گری اقدامات و فناوری اطلاعاتی

زمینه و هدف: قاچاق سوخت و فرآورده‌های سوختی نقش بسزایی در توسعه نیافتگی استان‌های مرزی دارد. در این پژوهش، سعی شده تا به این معضل استان‌های مرزی خصوصاً استان سیستان و بلوچستان پرداخته شود.روش: تحقیق حاضر از لحاظ هدف، کاربردی و از نظر روش، کمّی (پیمایشی) از نوع همبستگی است. ابزار گردآوری اطلاعات، پرسش نامۀ محقق ساخته بر اساس طیف لیکرت است که اطلاعات مورد نیاز آن از جامعۀ کارشناسان انتظامی، فرمانداری و شرکت پخش فرآورده‌های سوختی شهرستان میرجاوه استان سیستان و بلوچستان که بیشتر با این مشکل مواجه بوده‌اند، به تعداد 45 نفر در سال 1400 جمع‌آوری شده است. حجم نمونه بر اساس جدول مورگان، 40 نفر تعیین شد و برای سنجش پایایی، سه آزمون بار عاملی، آلفای کرونباخ و پایایی ترکیبی به کار رفت و پایایی تحقیق تایید شد. برای سنجش روایی از آزمون روایی همگرا (متوسط واریانس استخراج‌شده) استفاده شد. پس از جمع‌آوری اطلاعات، برای تجزیه‌وتحلیل داده‌ها نرم‌افزار اسمارت پی ال اس به‌کارگیری و فرض‌های تحقیق با توجه به مدل ارائه‌شده تایید گردید. برای اولویت‌بندی شاخص‌ها نیز از آزمون فریدمن در محیط نرم‌افزار اس پی اس اس 22  استفاده شد.یافته‌ها: یافته‌های تحقیق نشان می‌دهد، اقدامات انتظامی با نقش میانجی‌گری اقدامات اطلاعاتی و فناوری اطلاعاتی بر پیشگیری و مقابله با قاچاق فرآورده‌های سوختی تاثیر مثبت و معنی‌داری دارد.نتیجه گیری: از نظر جامعۀ آماری، کدگذاری منطقه‌ای کارت‌های سوخت که از شاخص‌های عوامل فناوری اطلاعات است، بالاترین اولویت را دارد و در بین شاخص‌های عوامل انتظامی، انتقال خودروهای حامل سوخت قاچاق به پارکینگ و ضبط کارت سوخت در مبدا سوخت‌گیری اهمیت فراوانی دارد.

law enforcement measures in preventing fuel product smuggling in border provinces with the mediating role of intelligence technology

background and aim: fuel smuggling plays a significant role in the underdevelopment of border provinces. this study aims to address this issue, particularly in sistan and baluchestan province.method: the present research is an applied study with a quantitative (survey) correlational design. the data collection tool is a researcher-developed questionnaire based on the likert spectrum. the required information was collected from 45 experts in law enforcement, the governorate, and the fuel distribution company in mirjaveh city, sistan and baluchestan province, who have mostly dealt with this problem in the year 2021. the sample size was determined as 40 according to the morgan table, and three tests, including factor loading, cronbach’s alpha, and composite reliability, were used to assess the reliability, which confirmed the reliability of the research. convergent validity was assessed using the convergent validity test (extracted mean variance). after collecting the data, the smart pls software was used for data analysis based on the proposed model, and the research assumptions were confirmed. friedman test was used in the spss software environment for prioritizing the indicators.results: the research findings indicate that law enforcement measures, with the mediating role of information actions and technological interventions, have a positive and significant impact on prevention and combating fuel product smuggling.conclusion: from the statistical population’s perspective, regional coding of fuel cards, which relies on information technology factors, has the highest priority. among the law enforcement factors, transferring fuel-carrying vehicles to parking lots and seizing fuel cards at the point of refueling have significant importance.
