راهبردهای پیشگیری انتظامی از جرم مبتنی بر تسهیم نقش ‌های برون سازمانی

زمینه و هدف: امروزه در پژوهش ها، برنامه ها و اقدامات دولت ها و سازمان ها، مطالعات اجتماعی با رویکرد پیشگیرانه در ابعاد مدنی و محیطی، جایگاه ویژه ای یافته است؛ پلیس، همواره به عنوان متولی پیشگیری از جرم شناخته می شود؛ حال آنکه بایستی نهادهای متعددی براساس قوانین، با وظایف مستقیم و غیرمستقیم خود در جلوگیری از وقوع جرم نقش مهم‌تری از پلیس داشته باشند. پژوهش حاضر با هدف تدوین طرح راهبردی پیشگیری انتظامی از جرم مبتنی بر تسهیم نقش های برون سازمانی انجام شد.روش: این پژوهش از نوع هدف، کاربردی و همچنین برحسب نحوۀ گردآوری داده‌ها و نوع تجزیه وتحلیل، کیفی بود. مشارکت‌کنندگان در پژوهش، خبرگان و صاحب‌نظران حوزۀ پیشگیری از جرم شامل چهارده نفر بودند که با روش ارجاعی زنجیره‌ای انتخاب گردیدند و برای گردآوری داده‌ها از مصاحبۀ نیمه ساختاریافته (عمیق) با روش دلفی در دو مرحله و تحلیل مضمون متون استفاده شد.یافته‌ها: در تحلیل حاصل از متن مصاحبه های صورت گرفته، سه مقولۀ اصلی شامل پیشگیری وضعی، کیفری و اجتماعی مشخص و به تبع آن 39 گزاره استخراج شد. با مبنا قراردادن این گزاره‌ها، تاثیر عوامل داخلی و خارجی بر پیشگیری از جرم از طریق ماتریس swot شناسایی شده و مشخص شد امروزه پلیس در حوزۀ پیشگیری انتظامی از جرم در وضعیت رقابتی قرار دارد و متعاقباً یازده راهبرد در راستای موضوع پژوهش تدوین و اولویت‌بندی شد.نتیجه‌گیری: رویکردهای پیشگیری از جرم عمدتاً در زمان‌ها و مکان‌هایی موفقیت‌آمیز و اثربخش بوده است که طرح‌های پیشگیری از جرم، مشارکتی و با استفاده از ظرفیت‌های سازمان‌ها و نهادهای دخیل بوده است.  امروزه، پلیس در وضعیت رقابتی قرار دارد و بایستی با کاهش تهدیدات به سمت استفاده از فرصت‌های محیطی حرکت کند.

strategies for preventing crime based on the sharing of intra-organizational roles

background and aim: today, social studies with a preventive approach in civil and environmental dimensions have gained special importance in research, programs, and government and organizational actions. the police are always recognized as responsible for crime prevention, while other institutions should also play a more significant role in preventing crime based on their direct and indirect responsibilities according to the laws. this research aims to develop a strategic plan for crime prevention based on the sharing of external organizational roles.method: this study is of an objective and applied nature and uses qualitative methods for data collection and analysis. the participants in the research were experts and stakeholders in the field of crime prevention, totaling fourteen individuals selected through a snowball sampling method. data was collected through semi-structured (in-depth) interviews in two stages, and thematic analysis was employed.results: through the analysis of the interview transcripts, three main concepts of situational, punitive, and social prevention were identified, resulting in 39 statements. these statements were used to identify the internal and external factors influencing crime prevention through a swot matrix, revealing that the police are currently in a competitive situation in the field of crime prevention. eleven strategies were developed and prioritized in line with the research topic.conclusion: crime prevention approaches have been successful and effective primarily in specific times and locations where crime prevention initiatives involve collaboration and utilize the capacities of organizations and institutions. today, the police are in a competitive situation and should move towards utilizing environmental opportunities by reducing threats.
