الگوی راهبردی مدیریت انتظامی بعد از وقوع بحران ‌های ناشی از مخاطرات طبیعی (با تاکید بر سیل)

زمینه و هدف: وقوع بحران ‌های طبیعی یکی از چالش ‌های اساسی پلیس برای استقرار نظم و امنیّت است. با خاتمه یافتن ماموریت سازمان‌ها و نهادهای متولی در بحث امداد و نجات، تلاش پلیس می‌بایست معطوف به انجام اقداماتی باشد که زمینۀ عادی‌سازی وضعیت حاکم بر مناطق حادثه‌دیده را فراهم نماید؛ بنابراین، پژوهش حاضر می‌کوشد تا ضمن دستیابی به مولفه و شاخص‌های مدیریت انتظامی بعد از وقوع بحران سیل، به این پرسش پاسخ دهد که الگوی راهبردی مدیریت انتظامی بعد از وقوع بحران‌های ناشی از مخاطرات طبیعی (با تاکید بر سیل) توسط پلیس چگونه است؟روش: این پژوهش از نظر هدف و جهت‌گیری کلی، کاربردی است. جامعۀ آماری پژوهش شامل خبرگان، مدیران و کارشناسان حوزۀ مدیریت بحران در فرماندهی انتظامی جمهوری اسلامی ایران و سازمان مدیریت بحران کشور می‌باشد. برای انتخاب نمونه از روش نمونه‌گیری هدفمند قضاوتی و برای گردآوری داده‌ها از تکنیک مصاحبۀ نیمه ساختاریافته استفاده شد. در این روش، بعد از انجام پانزده مصاحبه، عوامل اصلی و فرعی در مصاحبه‌ها تکرار می‌شد و پژوهشگر به اشباع رسید. داده‌های کیفی لازم، جمع‌آوری و با استفاده از روش تحلیل مضمون مورد تحلیل قرار گرفت.یافته‌ها: کدهای فرعی و اصلی حاصل از مصاحبه‌های انجام‌شده با خبرگان، بیانگر این است که درمجموع 49 شاخص بر اساس داده‌های استخراج‌شده از جمع‌بندی مصاحبه‌ها به‌دست آمد، و درنهایت در قالب 9 مولفه و 3 مقوله (پی‌جویی نهایی، بازیابی و اقدامات پس از رویداد) مدیریت انتظامی بعد از وقوع بحران سیل، شناسایی و طبقه‌بندی شدند.نتیجه‌گیری: پیاده‌سازی الگوی طراحی‌شده در سه بُعد «بازیابی، پی‌جویی نهایی و اقدامات پس از رویداد» در حوادث ناشی از بحران سیل موجب استقرار نظم و امنیّت می شود؛ که زمینه‌ساز ادامۀ فعالیت‌های سازمان‌های متولی در مدیریت بحران است. پلیس می‌تواند به‌عنوان سازمانی تاثیرگذار با نقشی مهم و اثربخش در مدیریت بعد از وقوع بلایا ظاهر شود.

strategic management model of policing after natural disasters (with an emphasis on floods)

background and aim: the occurrence of natural disasters poses a significant challenge to the police in maintaining order and security. once the missions of emergency organizations and responsible institutions in rescue operations are completed, the police’s efforts should focus on taking actions that facilitate the normalization of the affected areas. therefore, this research aims to answer the question of how the strategic management pattern of law enforcement after natural disasters (with an emphasis on floods) is implemented by the police, while achieving the components and indicators of post-flood crisis management.method: this research is primarily practical in terms of its objective and orientation. the study population consists of experts, managers, and crisis management specialists in the law enforcement command of the islamic republic of iran and the national crisis management organization. purposive judgmental sampling was used to select the sample, and semi-structured interviews were employed to collect the data. in this method, after conducting fifteen interviews, the main and sub factors were repeated in the interviews until saturation was reached. the collected qualitative data were analyzed using thematic analysis.results: the main and sub codes obtained from the interviews with experts indicate that a total of 49 indicators were derived from the extracted data through the synthesis of interviews. ultimately, these indicators were identified and classified into 9 components and 3 principles (final investigation, recovery, and post-event actions) for post-flood law enforcement management.conclusion: implementing the designed pattern in three dimensions of &recovery, final investigation, and post-event actions& in flood-related incidents leads to the establishment of order and security, which forms the basis for the continued activities of responsible organizations in crisis management. the police can emerge as an influential organization with a vital and effective role in post-disaster management.
