الگوی ارتقای امنیّت داخلی با تاکید بر انتظام بخشی و مقابله با جرایم سازمان‌یافته مواد مخدر

زمینه و هدف: مبارزۀ هدفمند با مواد مخدر و جرایم سازمان‌یافته مواد مخدر در عرصه‌های درونی کشور و محیط امنیّت داخلی، نیازمند شناسایی الگویی در این حوزه است تا ضمن ارتقای امنیّت داخلی در حوزۀ انتظام بخشی، سیاست‌گذاری های مناسبی نیز اتخاذ و به مرحلۀ پیاده‌سازی گذارده شود.روش‌: پژوهش حاضر با رویکرد کیفی و با به‌کارگیری روش تحلیل مضمون انجام شد. مشارکت‌کنندگان شامل دوازده نفر از خبرگان  مدیران حوزه‌های ماموریتی، انتظامی و دانشگاهی (سپاه پاسداران انقلاب اسلامی، فرماندهی انتظامی کل کشور، استادان دانشگاه عالی دفاع ملی دارای سال‌ها تجربه در حوزه‌های سیاست‌گذاری و انتظام بخشی) بودند که با استفاده از روش نمونه‌گیری گلوله برفی انتخاب شدند. به‌منظور تحلیل داده‌های از نرم‌افزار maxqda استفاده شد.یافته‌ها: ابعاد موثر در امنیّت داخلی در حوزۀ جرایم سازمان‌یافته مواد مخدری، در قالب سه بُعد «1- همکاری‌های بین بخشی در حوزه‌های استقرار امنیّت داخلی، 2- تعامل و همکاری در خصوص انتظام بخشی در حوزه‌های ماموریتی و 3- تبادل اطلاعات در خصوص اقدامات مجرمانه جرایم باندی و سازمان‌یافته مواد مخدری» و نیز هفت مولفه مطرح می شوند.نتیجه‌گیری: نتایج نهایی تحقیق حاضر منجر به شناسایی و احصای عوامل موثر بر امنیّت داخلی با تاکید بر انتظام‌بخشی در حوزۀ مقابله با جرایم سازمان‌یافته مواد مخدری شد که توجه به این مضامین در زمینه وضع قوانین مقابله‌ای و همکاری‌های موثر در خصوص انتظام بخشی در حوزۀ مقابله با جرایم سازمان‌یافته مواد مخدری موثر می باشد.

enhancing domestic security with emphasis on law enforcement and combating organized drug crimes

background and aim: targeted combat against drugs and organized drug crimes within the country’s internal sphere and the domestic security environment requires the identification of a pattern in this area. this identification will not only enhance domestic security in the law enforcement domain but also facilitate appropriate policymaking and implementation.methodology: this research was conducted using a qualitative approach and employed thematic analysis. the participants consisted of twelve experts from operational, law enforcement, and academic fields (islamic revolutionary guard corps, national police command, professors from national defense university with years of experience in policy-making and law enforcement). they were selected through snowball sampling. maxqda software was used for data analysis.results: the dimensions influencing domestic security in the field of organized drug crimes are presented in three dimensions: 1) interagency collaborations in the establishment of domestic security, 2) interaction and cooperation in law enforcement mission areas, and 3) exchange of information regarding criminal activities of drug trafficking gangs and organized drug crimes, along with seven identified components.conclusion: the final results of this research led to the identification and enumeration of factors that affect domestic security, with an emphasis on law enforcement in combating organized drug crimes. attention to these aspects is effective in formulating counteractive laws and fostering effective cooperation in the realm of law enforcement against organized drug crimes
