راهبردهای مقابله با بی‌ثباتی اقتصادی ناشی از فضای مجازی

زمینه و هدف: بی‌ثباتی اقتصادی مهم‌ترین معضلی محسوب می‌شود که در کشور وجود دارد و بر امنیّت جامعه تاثیرگذار است و پیامدهای بسیاری را به دنبال دارد. تحقیق حاضر با هدف ارائه راهبردهای مقابله با بی‌ثباتی اقتصادی ناشی از فضای مجازی انجام شد.روش: این پژوهش در چهارچوب رویکرد کیفی و روش تحقیق داده بنیاد (اشتراوس و کوربین) انجام شد. مشارکت‌کنندگان در تحقیق که شامل 14 نفر از خبرگان فرماندهی انتظامی، استادان دانشگاه علوم انتظامی امین و پژوهشگاه علوم انتظامی و مطالعات امنیّت اجتماعی و مرکز مطالعات راهبردی فراجا بودند، با استفاده از روش نمونه‌گیری هدفمند انتخاب شدند و تا زمان رسیدن به اشباع نظری، با انجام مصاحبه در پژوهش مشارکت کردند. ابزار مورد استفاده مصاحبۀ نیمه ساختاریافته بود.یافته: یافته‌ها نشان داد فقدان مفاد قانونی مناسب، تعدد در قوانین موجود، وجود نواقص و ابهامات در قوانین موجود، فقدان و کاستی‌های نظارتی، ضعف مدیریت، تحریم و نفوذ بازارهای مالی به‌عنوان عوامل علّی؛ غرب‌زدگی، ناامنی مالی، بالا بودن قیمت‌های داخلی، فقر و بیکاری، مشکلات صادراتی و به‌صرفه بودن واردات، بی‌ثباتی سیاست‌های مالی، تنوع رسانه‌ای و رشد روزافزون کاربران، پنهان نمایی متخلفین، فقدان سواد رسانه‌ای و فرصت‌سازی مجازی به‌عنوان عوامل زمینه‌ای و درنهایت، جذابیت چندوجهی فضای مجازی، فقدان تخصص و ضعف در مقابله با متخلفین مجازی به‌عنوان عوامل مداخله‌گر تاثیر بسزایی در بی‌ثباتی اقتصادی دارند.نتیجه‌گیری: پیامدهای انتظامی امنیّتی معطوف به شکل‌گیری تجمعات، احتکار و کم‌فروشی، بهره‌برداری از موقعیت‌های آشفته، کاهش اِشراف دستگاه‌های مجری، تغییر در میزان احساس امنیّت، تاثیر منفی بر تولید داخل، رشد جرائم نوپدید و تغییر سبک‌های زندگی بود و راهبردهای مواجهه با پیامدها در قالب استراتژی‌های کنترل و نظارت بر فضای مجازی و مقابله با پیامدهای ناشی از استفاده ناصحیح از فضای مجازی می‌توانند مطرح شوند.

strategies for dealing with economic instability arising from the virtual space

background and aim: economic instability is considered the most significant problem that exists in a country and has an impact on societal security, leading to various consequences. this research aims to present strategies for dealing with economic instability arising from the virtual space.methodology: this study was conducted within the qualitative approach framework and using a data-driven research method (strauss and corbin). the participants in the research included 14 experts from law enforcement command, professors from the police sciences university, and researchers from the police sciences and social security studies institute and the center for strategic studies of faraja. they were selected through purposive sampling and participated in the research through interviews until theoretical saturation was achieved. the semi-structured interview was the tool used.results: the findings indicated that the lack of appropriate legal provisions, multiplicity of existing laws, deficiencies and ambiguities in existing laws, monitoring deficiencies, weak management, sanctions, and market penetration were identified as causal factors. westernization, financial insecurity, high domestic prices, poverty and unemployment, export problems, cost-effectiveness of imports, fiscal policy instability, media diversity, and the increasing number of users, concealing offenders, lack of media literacy, and virtual opportunism were identified as background factors. ultimately, the attractiveness of the versatile virtual space, the lack of expertise, and weaknesses in dealing with virtual offenders were identified as intervening factors significantly contributing to economic instability.conclusion: the security consequences related to the formation of rallies, hoarding and under-selling, exploitation of turbulent situations, reduction in executive agency oversight, changes in the sense of security, negative impact on domestic production, growth of emerging crimes, and changes in lifestyles can be addressed through control and monitoring strategies in the virtual space, as well as strategies to deal with the consequences of inappropriate use of the virtual space.
