بازنمایی تجربۀ شغلی فرماندهان و مدیران لرستان و خوزستان در مدیریت انتظامی بحران سیلاب (1398)

زمینه و هدف: سیل یکی از زیان‌بارترین بلایای طبیعی است که سالیانه خسارت‌های جانی و مالی بسیاری به جوامع انسانی در سراسر جهان وارد می‌سازد؛ به‌طوری‌که در مقیاس جهانی 40 درصد از تعداد کل بلایای طبیعی و 26 درصد از کل مرگ‌ومیر ناشی از بلایای طبیعی برآمده از سیلاب است. هدف این پژوهش، بازنمایی تجربۀ زیستۀ فرماندهان و مدیران انتظامی استان‌های لرستان و خوزستان در بحران ناشی از حادثه سیلاب سال 1398 بود.روش: پژوهش حاضر به لحاظ هدف، کاربردی و به لحاظ نوع رویکرد، پژوهشی کیفی است که در چهارچوب روش پدیدارشناختی انجام شد. تعداد نمونه‌ها بر اساس اصل اشباع نظری تعیین شد و بر این اساس، در چهارچوب نمونه‌گیری هدفمند از مشارکت 35 نفر از فرماندهان و مدیران انتظامی لرستان و خوزستان بهره‌گیری شد. مصاحبۀ نیمه ساختاریافته برای گردآوری داده‌ها؛ و تحلیل مضمونی دوسطحی به شیوۀ اسمیت و اسبورن برای تجزیه‌وتحلیل داده‌ها به کار رفت.یافته‌ها: مضامین اصلی به‌دست‌آمده از بازنمایی تجربۀ زیستۀ مشارکت‌کنندگان عبارت‌اند از: ضعف آموزش‌های قبل از بحران؛ همکاری و تعامل برون‌سازمانی؛ پیشگیری، کنترل و مقابله با جرم و بی‌نظمی؛ کمک به ماموریت امداد و نجات؛ تفویض اختیار در سلسله‌مراتب فرماندهی؛ تاب‌آوری جسمی و روانی؛ الگوهای رفتاری؛ دستورالعمل‌ها، رویه‌های جاری و شیوه‌های اجرایی؛ فرماندهی بحران؛ مشارکت اجتماعی؛ لجستیک انتظامی؛ حمایت از خانواده کارکنان ساکن در منطقه سیل‌زده؛ و خدمات مشاوره‌ای بعد از عملیات مدیریت بحران.نتیجه‌گیری: نتایج پژوهش بیانگر چالش‌ها، مشکلات و همچنین تجربۀ مثبت و موفقیت‌آمیز فرماندهان و مدیران انتظامی در بحران سیلاب استان‌های لرستان و خوزستان در سال 1398 است. برآیند نتایج پژوهش دربردارندۀ رهیافت‌های کاربردی برای مدیریت انتظامی بحران‌های طبیعی ازجمله سیل است.

revisiting the professional experience of commanders and managers of lorestan and khuzestan in policing management of the flood crisis (2019)

background and aim: flood is one of the most damaging natural disasters that causes many human and financial losses to human societies all over the world every year; so that on a global scale, 40% of the total number of natural disasters and 26% of all deaths caused by natural disasters are caused by floods. the purpose of this research is to epitomize the lived experience of police commanders and managers of lorestan and khuzestan provinces in the crisis caused by the flood incident in 2019.method: the current research is applied in terms of purpose and qualitative research in terms of approach that was conducted based on the phenomenological methodology. the number of samples was determined based on the principle of theoretical saturation, and based on this, in the framework of targeted sampling, the participation of 35 police commanders and managers of lorestan and khuzestan was used. semi-structured interview was used for data collection and two-level thematic analysis according to smith and osborn method was used for data analysis.results: the main themes obtained from the depiction of the lived experience of the participants are: the weakness of training before the crisis; extra-organizational cooperation and interaction; preventing, controlling and dealing with crime and disorder; helping the rescue mission; delegation of authority in the hierarchy of command; physical and mental resilience; behavior patterns; current guidelines, procedures and practices; crisis command; social participation; law enforcement logistics; supporting the families of employees living in the flooded area; consulting services after crisis management operations.conclusion: the results of the research displayed the challenges, problems, as well as the positive and successful experience of police commanders and managers in the flood crisis of lorestan and khuzestan provinces in 2019. the results of the research included practical implications for the disciplinary management of natural crises, including floods.
