ویژگی‌های فرماندهان و مدیران انتظامی بر پایۀ آموزه‌های مکتب شهید سلیمانی

زمینه و هدف: سوالی که همیشه ذهن فرماندهان پلیس را به خود مشغول کرده این است که چه ویژگی‌هایی از فرماندهی و مدیریت انتظامی با اقبال حداکثری است و اثربخشیِ ماموریت‌های پلیسی را افزایش می‌دهد؟ هدف این پژوهش، شناخت ویژگی‌های سبک فرماندهی و مدیران انتظامی بر پایۀ آموزه‌های مکتب شهید سلیمانی است.روش‌: پژوهش به لحاظ هدف، کاربردی و به لحاظ ماهیت، از نوع آمیخته اکتشافی مبتنی بر روش دلفی است. مشارکت‌کنندگان شامل خبرگان پلیس و اسناد مرتبط با مکتب شهید سلیمانی بودن که به‌صورت قضاوتی هدفمند انتخاب و داده‌های شفاهی و کتبی جمع‌آوری‌شده به روش برهانی - تفسیری تجزیه‌وتحلیل شدند.یافته‌ها: 73 شاخص یا زیر مقوله را به‌عنوان ویژگی‌های فرماندهان و مدیران انتظامی بر پایۀ مکتب شهید سلیمانی شناسایی شد که می‌توان در شش بُعد یا مقوله اعتقادی و معنوی (8 بُعد)، شخصیتی (12 بُعد)، فرماندهی و مدیریتی (19 بُعد)، اخلاقی - رفتاری (14 بُعد)، دانشی - مهارتی (13 بُعد) و آینده‌نگری (7 بُعد)، طبقه‌بندی کرد. یافته‌ها نشان می‌دهد، هرچند تحقق مدیران و فرماندهان در تراز انقلاب اسلامی نیازمند توسعۀ همه‌جانبۀ این ویژگی‌هاست، لیکن محوری‌ترین مقوله، بُعد اعتقادی و معنوی است که پایۀ همۀ ابعاد دیگر را نیز تشکیل می‌دهد. نتیجه‌گیری: برخورداری از سبک فرماندهی شهید سلیمانی در برنامۀ آموزشی و تربیتی پلیس می‌تواند به تربیت نظام‌مند فرماندهان و مدیران در تراز انقلاب اسلامی و مکتب شهید سلیمانی، منتهی شود. انتظار می‌رود این ویژگی‌ها در تمام ابعاد رفتاری فرماندهان و مدیران انتظامی پلیس بتواند، به پلیس در تراز انقلاب اسلامی رهنمون شود.

characteristics of police commanders and managers based on the teachings of the shahid soleimani school

background and aim: the question that has always occupied the minds of police commanders is what features of police command and management are most beneficial and increase the efficacy of police missions? the purpose of this research is to know the characteristics of commanding style and police managers based on the teachings of shahid soleimani school. method: in terms of purpose, the research is applied and in terms of nature, it is a delphi survey in the framework of quantitative and qualitative steps. the participants include police experts and documents related to shahid soleimani school. the collected verbal and written data have been analyzed in a proof-interpretive way. results: 73 indicators or sub-categories were identified as the characteristics of police commanders and managers based on the shahid soleimani school, which can be divided into six dimensions or categories: belief and spirituality (8 dimensions), personality (12 dimensions), command and management (19 dimensions), ethical-behavioral (14 dimensions), knowledge-skills (13 dimensions) and forward-looking (7 dimensions) were classified and by localizing and institutionalizing the command style of this high-ranking martyr in the style of command and police management, it is possible to carry out the tasks of maintaining order in a way which leads to maximum social acceptance and increase in organizational effectiveness. the findings show that although the realization of managers and commanders at the level of the islamic revolution requires the comprehensive development of these characteristics, the most central category is the religious and spiritual dimension, which forms the basis of all other dimensions. conclusion: having the leadership style of martyr soleimani in the police education and training program can lead to the systematic training of commanders and managers at the level of the islamic revolution and the school of martyr soleimani. it is expected that these characteristics in all behavioral dimensions of police commanders and managers can lead to the police at the level of the islamic revolution.
