چالش‌های پلیس اطلاعات محور در جرم‌یابی سرقت‌ اماکن ناشی از سفرهای مجرمانه در ایران

زمینه و هدف: جرم‌یابی دارای قواعدی است که بسترهای کشف جرائم را در یک نظام ساختارمند اطلاعات‌محور محقق می‌سازد که این مهم منوط به بهره‌گیری صحیح از پایه‌های اطلاعاتی جرم‌یابی است؛ لذا پژوهش حاضر با هدف شناسایی چالش‌های پلیس اطلاعات‌محور در جرم‌یابی سرقت‌ اماکن ناشی از سفرهای مجرمانه انجام شد.روش: پژوهش حاضر از نظر هدف کاربردی و از نظر ماهیت داده ها کیفی است که با استفاده از روش تحلیل مضمون داده های آن تحلیل شده است. جامعۀ آماری، کارآگاهان و متخصصان جرم‌یابی بودند که با رویکرد هدفمند ملاکی و براساس اصل اشباع نظری تعداد 14 نفر از آنها به‌عنوان مشارکت کننده انتخاب شدند. ابزار جمع‌آوری داده‌ها مصاحبۀ نیمه‌سازمان‌یافته بود که برای تعیین پایایی و روایی آن از چهار ملاک اعتبارپذیری، انتقال‌پذیری، تائیدپذیری و قابلیت اطمینان استفاده شد.یافته‌ها: چالش‌های پلیس اطلاعات‌محور در جرم‌یابی سرقت‌های ناشی از سفرهای مجرمانه شامل 67 مضمون پایه‌ای، 9 مضمون سازمان‌دهنده و 2 مضمون فراگیر است. براین اساس، اولین مضمون فراگیر یعنی چالش‌های برون‌سازمانی شامل چهار مضمون سازمان‌دهنده و چالش‌های درون‌سازمانی نیز شامل پنج مضمون سازمان‌دهنده است که در متن مقاله به آنها پرداخته شده است.نتیجه‌گیری: در همه جوامع، جرایم و اطلاعات دارای ارتباط نزدیکی با یکدیگر هستند‌ و از منظر صاحبنظران علم جرم یابی یکی از مهمترین مسائل در طراحی نامناسب فرایند کشف جرایم نداشتن اطلاعات مطلوب و کافی است. بنابراین یک سیستم اطلاعاتی مفید و به دور از چالش های درون و برون سازمانی برای موفقیت در هر پرونده پلیسی، مهم و حیاتی است.

background and aim: criminal investigation has rules that realize the foundations of crime detection in a structured information-oriented system, which depends on the correct use of criminal investigation information bases; therefore, the current research was conducted with the aim of identifying the challenges of intelligence-based policing in criminalizing the theft of places caused by criminal trips.method: the current research is applied in terms of purpose and qualitative in terms of the nature of the data, which has been analyzed using the method of content analysis. the statistical population was detectives and crime detection specialists, 14 of them were selected as participants with a targeted criterion approach and based on the principle of theoretical saturation. the data collection tool was a semi-structured interview, which was used to determine its reliability and validity using the four criteria of credibility, transferability, verifiability and reliability.results: the challenges of intelligence-based policing in criminalizing thefts caused by criminal trips include 67 basic themes, 9 organizing themes and 2 comprehensive themes. therefore, the first overarching theme, i.e., extra-organizational challenges, includes four organizing themes, and intra-organizational challenges also includes five organizing themes, which are discussed in the text of the article.conclusion: in all societies, crimes and intelligence are closely related to each other, and from the point of view of forensic science experts, one of the most important issues in the improper design of the crime detection process is the lack of sufficient intelligence. therefore, a useful intelligence system and away from internal and external organizational challenges is important and vital for the success of any police case.
