چالش‌های مدیریت انتظامی در پی‌جویی سرقت در فرماندهی انتظامی استان همدان

زمینه و هدف: ارتقای توان کشف و کاهش فاصله وقوع تا کشف، از اولویت‌های راهبردی پلیس آگاهی نیروی انتظامی است که البته پلیس در این راه با چالش‌هایی مواجه است؛ بنابراین هدف پژوهش حاضر، شناسایی چالش‌های مدیریت انتظامی در پی‌جویی سرقت در فرماندهی انتظامی استان همدان است.روش: پژوهش حاضر ازنظر هدف، کاربردی و ازنظر شیوۀ اجرا آمیخته با استفاده از دو روش کیفی (دلفی دومرحله‌ای) و کمّی (توصیفی پیمایشی) است. مشارکت‌کنندگان بخش کیفی شامل 15 نفر از خبرگان مدیریت انتظامی و مدیران پلیس آگاهی استان همدان بودند که با روش هدفمند قضاوتی انتخاب شدند و جامعۀ آماری بخش کمّی نیز کارشناسان و کارکنان پلیس آگاهی استان همدان بودند که براساس جدول مورگان، 161 نفر از آن ها به‌روش نمونه‌گیری طبقه‌ای انتخاب شدند. ابزار گردآوری داده‌ها، پرسش نامۀ محقق‌ساخته است که اعتبار آن از طریق اعتبار محتوا و پایایی آن از طریق آلفای کرونباخ محاسبه و تایید شد. برای تحلیل داده ها از آزمون های کولموگروف اسمیرنوف، تی تک نمونه‌ای، آزمون فریدمن و رگرسیون چندمتغیره استفاده شد.یافته‌ها: چالش‌های مدیریت انتظامی در پی‌جویی سرقت در دو سطح چالش‌های درون‌سازمانی در دو حوزۀ مراحل مقدماتی و انجام اقدامات اساسی و چالش‌های برون‌سازمانی در مراحل مقدماتی، انجام اقدامات اساسی و مرحلۀ نهایی، دسته بندی شد.نتیجه گیری: چالش‌های درون‌سازمانی سهم مهمی در به چالش کشیدن مدیریت انتظامی استان همدان در پی‌جویی سرقت و کشف جرم دارند؛ بنابراین لازم است، روسا و مدیران پلیس آگاهی استان همدان اصلاح چالش‌های درون‌سازمانی مدیریت انتظامی را در اولویت اقدامات خود قرار دارند.

Challenges of Policing Management of Theft Investigation in Hamadan Police Command

Background and Aim: Improving the detection capacity and reducing the time from occurrence to discovery is one of the strategic priorities of the police. Therefore, the purpose of this study is to identify the challenges of police management of theft investigation in the police command of Hamadan province.Method: The present study is applied in terms of purpose using two methods: qualitative (twostage Delphi) and quantitative (descriptivesurvey). The participants of the qualitative section included 15 experts of disciplinary management and managers of the intelligence police of Hamadan province who were selected by purposive judgment via stratified sampling method. The data collection tool was a researchermade questionnaire whose validity was calculated and confirmed by content validity and its reliability by Cronbach’s alpha. To analyze the data, KolmogorovSmirnov tests, onesample ttest, Friedman test and multivariate regression used.Results: The challenges of police management of theft detection were classified into two levels: internal challenges in the two areas of preliminary stages and performing basic actions and external organizational challenges in the preliminary stages, performing basic actions and the final stage.Conclusion: Internal organizational challenges have an important role in challenging the police management of Hamedan province in the pursuit of theft and crime detection; Therefore, it is necessary that the heads and managers of the Awareness Police of Hamadan Province prioritize the reform of the internal challenges of the disciplinary management.
