الگوی راهبردی تعامل پلیس با جامعه: اقتدار همراه با مهرورزی

زمینه و هدف: اعمال اقتدار همراه با مهرورزی در تعامل با جامعه موضوعی است که پیوسته توسّط مقام معظّم رهبری و مراجع دینی به فعالان حوزۀ انتظامی توصیه شده است. با این حال به دلیل عدم وضوح مفهوم مهرورزی راهبردهای مشخّصی نیز برای نهادینه کردن آن وجود نداشته است. هدف اصلی این پژوهش تبیین شیوه های اعمال مهرورزی به گونه ای است که ضمن حفظ اقتدار پلیس بتوان از ثمرات این اصل در تقویت رابطه پلیس و جامعه نیز بهره برد.روش: در پژوهش کیفی حاضر داده با استفاده از مصاحبه نیمه ساختاریافته با 20 نفر از معاونان و فرماندهان نیروی انتظامی استان قم و روسای کلانتری های شهرستان قم جمع آوری و از طریق روش تحلیل محتوا کدگذاری و دسته بندی شدند و در پایان نیز با استفاده از شیوه تحلیل راهبردی، راهبردهای نهایی شناسایی و  ارائه شد.یافته ها: بر اساس یافته های به دست آمده؛ مهرورزی در تعامل با گروه های مختلف اجتماعی شیوه های متفاوتی را می طلبد و متناسب با گروه های درتعامل با پلیس، می تواند مواردی همچون عدم استفاده از خشونت رفتاری و کلامی، تخفیف هوشمندانه متناسب با مورد، ارائه مشاوره ناصحانه و اصل عدم منفعت محوری را شامل شود.نتیجه گیری: هوشمندی در انتخاب شیوه مناسب اعمال قانون در تعامل با گروه های مختلف اجتماعی می تواند  در بالابردن سرمایه اجتماعی پلیس و مشارکت عمومی در پیشگیری از وقوع جرم موثر باشد.

A Strategic Model for Police Interaction with Community: Authority with Compassion

Background and Aim: Exercising authority along with compassion in interaction with society is an issue that has been constantly recommended to police activists by the Supreme Leader and religious authorities. However, due to the lack of clarity of the concept of compassion, there were no specific strategies to institutionalize it. The main purpose of this study is to explain the methods of exercising compassion in such a way that while maintaining the authority of the police, the fruits of this principle can be used to strengthen the relationship between the police and community.Method: In the present qualitative research, data were collected using semistructured interviews with 20 deputies and commanders of Qom police force and police chiefs and were coded and categorized through content analysis method. The final strategies were identified and presented through strategic analysis.Findings: Based on the findings, compassion in interaction with different social groups requires different methods and, depending on the groups interacting with the police, can include issues such as avoiding of behavioral and verbal violence, smart discounts appropriate to the case, providing advice and the principle of nondiscrimination.Conclusion: Intelligence in choosing the appropriate method of police in interaction with different social groups can be effective in increasing the social capital of the police and public participation in crime prevention.
