چالش‌های درون‌سازمانی نیروی انتظامی در تامین امنیت گردشگران در تفرجگاه‌های شهرستان خرم‌آباد

زمینه و هدف: امنیت یکی از مهم‌ترین و اساسی‌ترین عوامل موثر بر توسعه صنعت گردشگری است؛ به‌طوری‌که تا امنیت برقرار نباشد، سفری شکل نخواهد گرفت و سخن گفتن از گردشگری بیهوده خواهد بود؛ بنابراین هدف پژوهش حاضر، شناخت چالش‌های درون‌سازمانی نیروی انتظامی  در تامین امنیت گردشگران در تفرجگاه‌های شهرستان خرم‌آباد است.روش: پژوهش حاضر ازنظر هدف، کاربردی و ازنظر ماهیت، در زمره پژوهش‌های آمیخته (کیفی کمی) است که در بخش کیفی برای شناسایی چالش‌ها با تعداد 12 نفر از خبرگان، متخصصان و صاحب‌نظران حوزه امنیت و گردشگری تا حصول اشباع نظری مصاحبه شد و چالش‌ها با استفاده از روش تحلیل مضمون،‏ شناسایی شدند. در بخش کمی پژوهش، برای دسته‌بندی و شناسایی مهم‌ترین چالش‌ها، روش دلفی در چهار مرحله با کمک 15 نفر از صاحب‌نظران انجام شد و درنهایت داده‌های حاصل از این بخش که درواقع خروجی نهایی بخش کیفی بود، برای اعتباربخشی، به‌صورت پرسشنامه تهیه و در بین 73 نفر از کارشناسان توزیع شد. همچنین برای تحلیل داده ها از آزمون‌های آماری ضریب هماهنگی توافقی کندال، کولموگروف – اسمیرنوف و تی تک نمونه‌ای استفاده شد.یافته‌ها: از مجموع 50 چالش شناسایی‌شده در مرحله مصاحبه، پس از چهار مرحله اجرای پرسشنامه در گروه دلفی، با ضریب هماهنگی توافقی کندال 0.801، 16 چالش‌ مهم، مورد توافق و اجماع صاحب‌نظران قرار گرفت. در مرحله اعتباربخشی نیز نتایج آزمون تی تک نمونه‌ای نشان داد که چالش‌های شناسایی‌شده، ازجمله چالش‌های کارشناسان پلیس و سازمان میراث فرهنگی و گردشگری درصحنه عمل هستند.نتیجه گیری: ازآنجایی‌که این چالش‌ها؛ مهم‌ترین چالش‌های مورد توافق گروه خبرگان و کارشناسان عرصه نظم و امنیت و گردشگری هستند، پیشنهاد می‌شود؛ برای بهره‌برداری بهینه از ظرفیت‌های گردشگری منطقه، مسئولان نسبت به رفع این چالش‌ها توجه جدی داشته باشند.

Intra-organizational Challenges of the Police Force in Maintaining the Security of Tourists in the Resorts of Khorramabad

Background and Aim: Security is one of the most important and fundamental factors affecting the development of the tourism industry; As long as there is no security, there will be no travel and it will be useless to talk about tourism; Therefore, the purpose of this study is to identify the internal challenges of police in providing security for tourists in the resorts of Khorramabad.Method: In terms of purpose, the present study is applied and in terms of nature, it is a mixed method research (qualitativequantitative). In the qualitative section, 12 experts, specialists and experts in the field of security and tourism were interviewed to identify theoretical challenges. Challenges were identified using content analysis method. In the quantitative part of the research, in order to classify and identify the most important challenges, the Delphi method was performed in four stages with the help of 15 experts. For data analysis, Kendall, KolmogorovSmirnov and tsample statistical tests were used.Results: Out of 50 challenges identified in the interview stage, after four stages of questionnaire implementation in the Delphi group, with 16 Kendall agreement coordination coefficient, 16 important challenges were agreed upon and consensus of experts. In the accreditation stage, the results of onesample ttest showed that the identified challenges, including the challenges of police experts and the Cultural Heritage and Tourism Organization, are in the field of action.Conclusion: The most important challenges agreed upon by the group of experts in the field of order, security and tourism are suggested; In order to make the best use of the tourism potential of the region, the officials should pay serious attention to solving these challenges.
