الگوی پیشگیری و مبارزه با قاچاق کالا و ارز مبتنی بر اندیشه فرماندهی معظم کل قوا

زمینه و هدف: پدیده قاچاق و تاثیر مخرب آن در امر تولید و تجارت قانونی و سرمایه‌گذاری و اشتغال، امنیت اقتصادی را به خطر می اندازد و باید با جدیت با آن مبارزه کرد و مقدمه این مبارزه، الگوی پیشگیری و مبارزه است. این پژوهش به‌‌منظور شناسایی و ارائه الگوی پیشگیری و مبارزه با قاچاق کالا و ارز براساس اندیشه فرماندهی معظم کل قوا انجام شد.روش: این پژوهش از نظر هدف، کاربردی و از نظر روش، توصیفی است که با رویکرد کیفی انجام شد. در این پژوهش بیانات، احکام و فرمان‌های مقام معظم رهبری از خرداد سال 1368 تا پایان سال 1398 منبع پژوهش بودند. ابزار جمع‌آوری داده‌ها فیش‌برداری و روش تحلیل داده‌ها، تحلیل محتوای کیفی و با رویکرد استقرایی بود. به‌ منظور ارزیابی قابلیت اعتماد پژوهش (پایایی پژوهش) از روش کدگذار دوم استفاده شد و ضریب توافق بین کدگذاران با استفاده از روش هولستی 0.95 به‌دست آمد.یافته‌ها: براساس یافته‌های پژوهش، الگوی پیشگیری و مبارزه با قاچاق کالا و ارز در چهار بعد مدیریتی و اجرایی، تقنینی، فرهنگی اجتماعی و قضایی، با 25 مقوله اصلی و 63 مقوله فرعی طراحی شد. از مقولات اجرایی می‌توان به افزایش خطر قاچاق، استفاده از سامانه‌های هوشمند مبارزه با قاچاق، مبارزه با قاچاق سازمان یافته و انهدام کالای قاچاق اشاره کرد.نتایج: یافته‌های پژوهش نشان می‌دهد که الگوی منبعث از اندیشه رهبر معظم انقلاب نگاهی همه جانبه به ابعاد اجرایی، تقنینی، فرهنگی اجتماعی و قضایی دارد و می تواند متناسب با سیاست‌های به‌عنوان الگویی مناسب در پیشگیری و مبارزه با قاچاق کالا و ارز باشد و پیاده‌سازی این الگو توسط سازمان‌های مسئول مبارزه با قاچاق کالا و ارز می‌تواند گامی موثر برای تحقق اهداف این مبارزه باشد.

A Model for Preventing and Combating Smuggling of Goods and Currency Based on the Idea of the Supreme Command of the Armed Forces

Background and Aim: The phenomenon of trafficking and its destructive impact on legal production, trade, investment and employment endanger economic security and must be seriously combated, and the premise of this struggle is a model of prevention and struggle. This study was conducted in order to identify and present a model for preventing and combating smuggling of goods and currency based on the idea of ​​the Supreme Command of the Armed Forces.Method: This research is applied in terms of purpose and descriptive in terms of method, which was done with a qualitative approach. In this study, the statements, rulings and decrees of the Supreme Leader from June 1989 to the end of 2017 were the source of research. The data collection tool was phishing and the data analysis method was qualitative content analysis with inductive approach. In order to evaluate the reliability of the research (research reliability), the second coding method was used and the agreement coefficient between the coders using the Holstie method was 0.95.Results: Based on the research findings, the model of prevention and fight against smuggling of goods and currency in four dimensions of management and implementation, legislative, cultural social and judicial, was designed with 25 main categories and 63 subcategories. Executive categories include increasing the risk of trafficking, the use of intelligent antitrafficking systems, the fight against organized trafficking, and the destruction of smuggled goods. Conclusion: The research findings show that the model derived from the thought of the Supreme Leader of the Revolution has a comprehensive view of the executive, legislative, cultural, social and judicial dimensions and can be appropriate to policies as a suitable model in preventing and combating smuggling of goods and currency. This model by the organizations responsible for combating smuggling of goods and currency can be an effective step to achieve the goals of this fight.
