نقش نیروی انتظامی در ارتقای فرهنگ و آداب حضور تماشاگران در ورزشگاه‌های فوتبال

زمینه و هدف: عقیده بر این است که آشنایی تماشاگران با آداب و فرهنگ حضور در ورزشگاه‌ها در بهبود سطوح امنیّت آن‌ها موثر است؛ ازاین‌رو هدف پژوهش پیش رو، بررسی نقش نیروی انتظامی در ارتقای فرهنگ و آداب حضور تماشاگران در ورزشگاه‌های فوتبال ایران بود.روش: پژوهش کیفی حاضر، اکتشافی بوده و در آن، از روش تحلیل محتوای عرفی برای دستیابی به اهداف استفاده شد. شرکت‌کنندگان پژوهش، پنج نفر از افسران ارشد نیروی انتظامی و متخصص در تامین امنیّت مسابقات فوتبال، ده نفر از متخصصان دانشگاهی در حوزه‌های مدیریت امنیّت ورزشی، خشونت و پرخاشگری و جامعه‌شناسی ورزشی و سه نفر از کارشناسان فوتبال و متخصص در سازماندهی مسابقات بودند که بر اساس نمونه‌گیری هدفمند از نوع ملاکی انتخاب شدند. داده‌های حاصل از مصاحبه‌ها، کدگذاری شد و دو نفر متخصص همکار، اعتبار کدگذاری‌ها را با بازبینی و کنترل صحت کدهای استخراج‌شده و کدگذاری مجدد مصاحبه‌ها تایید کردند.یافته‌ها: نیروی انتظامی می‌تواند در قالب چهار مقولۀ اصلی و نُه (9) مقولۀ فرعی ذیل آن‌ها؛ با عناوین بسترسازی فرهنگی (برنامه‌ریزی فرهنگی، محتواسازی فرهنگی، دانش‌افزایی و آگاهی‌بخشی)، فرهنگ‌پذیری (آموزش شهروندان و توانمندسازی نیروهای انتظامی)، خط‌مشی‌های کنترلی (تدابیر نظارتی و الزامات اجرایی) و مدیریت ارتباطات و تعاملات (هماهنگی و همکاری نظام‌مند و تعاملات فرابخشی) در ارتقای فرهنگ و آداب حضور تماشاگران در ورزشگاه‌های فوتبال نقش‌آفرین باشد.نتایج: نیروی انتظامی یکی از بازیگران اصلی در بهبود فضا و محیط ورزشگاه‌های فوتبال است و می‌تواند با توسعۀ فرهنگ و آداب حضور در ورزشگاه‌ها، سطح خشونت و پرخاشگری تماشاگران و سایر افراد حاضر در ورزشگاه‌ها را کاهش دهد و موجب ارتقای سطح امنیّت ورزشگاه و ایجاد احساس امنیّت افراد حاضر در آن شود.

Police Role in Promoting the Culture and Etiquette of Spectators in Attending Football Stadiums

Background and Aim: It is believed that spectators’ familiarity with the etiquette andculture of attending stadiums is effective in improving their security levels; therefore, thepurpose of this research was to investigate the role of police in promoting the culture andetiquette of spectators in Iranian football stadiums.Method: The present study is an exploratory qualitative research. The content analysismethod was used to achieve the goals. The study participants were five senior policeofficers specializing in football security, ten academic experts in the fields of sports securitymanagement, violence and aggression, and sports sociology, and three football expertsspecializing in organizing matches. Purposeful sampling was used for population selection.The interview data was coded, and two fellow experts verified the validity of the coding byreviewing and checking the accuracy of the extracted codes and recoding the interviews.Results: The police force can be divided into four main categories and nine (9) subcategories;With the titles of cultural context building (cultural planning, cultural contentcreation, knowledge and awareness raising), cultural acceptability (training of citizensand empowerment of law enforcement forces), control policies (supervisory measuresand executive requirements) and communication and interaction management (systematiccoordination and cooperation and crosssectoral interactions); these factors are influentialin promoting the culture and etiquette of spectators in football stadiums should play a role.Conclusion: The police force is one of the main players in improving the space andenvironment of football stadiums and can reduce the level of violence and aggression ofspectators and other people present in stadiums by developing the culture and etiquetteof attending stadiums and improving the level of stadium safety and sense of securityparticipants.
