تاثیر عوامل مدیریتی پلیس بر تقویت قانون‌پذیری در بین جوانان شهر کرمانشاه

زمینه و هدف: قانون و قانون‌پذیری یکی از پایه‌های اصلی برقراری ثبات در جوامع انسانی است که با افزایش روند شهرنشینی هر روز بر اهمیت آن افزوده می‌شود. هم‌اکنون نهادهای بسیاری وظیفه قانون‌پذیری افراد جامعه را بر عهده دارند که یکی از آنها نیروی انتظامی است. پلیس با اقدامات اجتماعی پیش‌بینانه، پیشگیرانه و مقابله‌ای سعی بر انجام این مهم دارد. هدف اصلی این پژوهش، تعیین میزان تاثیر عوامل مدیریتی پلیس بر تقویت قانون‌پذیری در بین جوانان شهر کرمانشاه است. روش: این پژوهش از نظر هدف، کاربردی و از نظر روش، توصیفی پیمایشی است. جامعه آماری پژوهش جوانان 15 تا 25 ساله کرمانشاهی در سال 97 به تعداد 179015 نفر بودند که با استفاده از فرمول کوکران تعداد 300 نفر حجم نمونه پژوهش را تشکیل دادند که از آن میان 115 پرسشنامه صحیح در تجزیه و تحلیل‌ داده‌ها منظور شد. ابزار گردآوری داده‌ها، پرسشنامه محقق‌ساخته است. روایی ابزار از دیدگاه صاحب‌نظران تایید شد و پایایی ابزار با محاسبه ضریب آلفای کرونباخ 96/0 به‌دست آمد. برای تجزیه و تحلیل و رتبه‌بندی داده‌ها، از آزمون‌های رگرسیون و فریدمن استفاده شد.   یافته‌ها: یافته‌های به‌دست آمده از آزمون‌های استنباطی حاکی از آن است که عواملی مانند: انطباق، انسجام، عدالت و مشارکت‌پذیری در مدیریت پلیس بر تقویت قانون‌پذیری در بین جوانان شهر کرمانشاه تاثیر دارد. در این میان، مشارکت‌پذیری در رتبه اول و انطباق، انسجام و عدالت به‌ترتیب در رتبه‌های دوم تا چهارم هستند. نتایج: براساس رتبه‌بندی گویه‌های 25 گانه پرسشنامه، گویه‌های استفاده پلیس از ظرفیت رسانه‌های جمعی، روابط صمیمانه پلیس و مردم بر مبنای آموزه‌های دینی و مشارکت پلیس با سازمان‌های مردم نهاد و دولتی، بیشترین تاثیر را بر قانون‌پذیری جوانان کرمانشاهی داشتند.

The Effect of Police Managerial Factors on Strengthening the Rule of Law among the Youth of Kermanshah

Background and Aim: Law and legality is one of the main foundations of stability in human societies, which increases in importance every day with the increase of urbanization. Many institutions now have the task of legislating individuals in the community, one of which is the police force. The police are trying to do this with precautionary, preventive and countermeasures. The main purpose of this study is to determine the impact of police management factors on strengthening the rule of law among the youth of Kermanshah.Method: This research is applied in terms of purpose and descriptivesurvey in terms of method. The statistical population of the research was 15125 years old in Kermanshah in 1997 with 179015 people who using Cochran’s formula 300 people formed the research sample size, of which 115 correct questionnaires were included in the data analysis. The data collection tool is a researchermade questionnaire. The validity of the instrument was confirmed by experts and the reliability of the instrument was calculated by calculating the Cronbach’s alpha coefficient of 0.96. Regression and Friedman tests were used to analyze and rank the data.Results: Findings obtained from inferential tests indicate that factors such as: compliance, cohesion, justice and participation in police management have an effect on strengthening the rule of law among the youth of Kermanshah. Among these, participation is in the first place and adaptation, cohesion and justice are in the second to fourth places, respectively.Conclusion: Based on the ranking of 25 items of the questionnaire, the items of police use of mass media capacity, sincere relations between police and people based on religious teachings and police participation with nongovernmental and governmental organizations had the greatest impact on the legitimacy of Kermanshah youth.
