شناسایی فرایندهای مدیریتی اجرای طرح امنیت محله‌محور در منطقه شهر ری

زمینه و هدف: پلیس جامعه‌محور نوعی الگوی پلیسی است که به‌دنبال ارتقای روابط بین پلیس و محله در ریشه‌کنی جرم و ناامنی و ازطریق انجام طرح‌های انتظامی محله‌ای است. منطقه شهر ری با داشتن چندین امامزاده به‌ویژه وجود حرم مطهر حضرت عبدالعظیم حسنی (س)، وجود شخصیت‌های مذهبی، سیاسی، اماکن تاریخی و دارابودن فعالیت‌های بزرگ صنعتی، کشاورزی، دامپروری و توریستی، از نظر امنیتی انتظامی، حساسیت خاصی دارد با توجه به اجرایی‌شدن طرح انتظامی امنیت محله‌محور در تهران بزرگ، این پژوهش، با هدف شناسایی فرایندهای مدیریتی اجرای این طرح در شهر ری انجام شد. روش: این پژوهش از نظر نوع کاربردی و از نظر ماهیت توصیفی تحلیلی است که به‌روش پیمایشی انجام شد. جامعه آماری شامل مدیران فرماندهی انتظامی تهران بزرگ، فرماندهان ناحیه بسیج، شهرداری و روسای شورایاری‌های محلات شهرری هستند که تعدادشان برابر 78 نفر بوده و با استفاده از جدول مورگان حجم 65 نفر برآورد شد و به‌صورت تصادفی طبقه‌ای نمونه‌گیری انجام شد. داده‎ها توسط آزمون تی تک‌ نمونه‌ای و آزمون‌های معادلات ساختاری تحلیل شدند. یافته‌ها: آزمون معادلات ساختاری نشان داد مولفه‌های برنامه‌ریزی، سازماندهی، تامین منابع و امکانات، هماهنگی، نظارت و کنترل، فرایندهای مدیریتی اجرای طرح انتظامی امنیت محله‌محور را تبیین می‌کنند. نتایج: براساس نتایج پژوهش، فراهم‌کردن منابع و امکانات، بیش‌ترین سهم در فرایندهای مدیریتی اجرای طرح انتظامی امنیت محله‌محور را به خود اختصاص داده‌اند که با نتایج پژوهش‌های مشابه همسو است.

Identify the Management Processes of the Implementation of Neighborhood Security Plan in of Rey City Area

Background and Aim: Communitycentered policing is a kind of police model that seeks to improve the relationship between the police and the neighborhood in rooting out crime and insecurity and by conducting neighborhood disciplinary plans. The city of Shahre Rey, with its several shrines, especially the holy shrine of Hazrat Abdolazim Hassani (PBUH), the presence of religious and political figures, historical sites and having large industrial, agricultural, livestock and tourist activities, has a special sensitivity in terms of security. The security disciplinary plan of Mohamour neighborhood in Greater Tehran, this research was carried out with the aim of identifying the management processes of the implementation of this plan in the city of Rey. Method: This research is applied and descriptiveanalytical in terms of application and nature which was conducted via a survey method. The statistical population includes the managers of the Greater Tehran Police Command, the commanders of the Basij district, the municipality and the heads of the city councils, whose number was 78, and Morgan’s table was estimated at 65, and the sampling class was randomly assigned. Data were analyzed by sample Ttest and structural equation tests. Results: The structural equation test showed that the components of planning, organizing, providing resources and facilities, coordination, monitoring and control, managerial processes explain the implementation of the security plan of the neighborhood. Conclusion: Based on the research results, providing resources and facilities, the largest share in the management processes of the implementation of the security plan has been assigned to the security of the neighborhood, which is consistent with the results of similar research.
