الگوی نیروی انتظامی تراز انقلاب اسلامی مبتنی بر منظومه فکری مقام معظم رهبری

زمینه و هدف: به‌منظور تحقق تمدن نوین اسلامی، نیازمند حضور کارکنانی در تراز انقلاب اسلامی هستیم. با توجه به ‌این که تمام سازمان‌ها و تشکیلات حکومتی مشروعیت خود را از ولی فقیه می‌گیرند، و نظر به ‌این که چند سالی است که رهبر انقلاب موضوع «پلیس‌ تراز انقلاب اسلامی» را مطرح کرده‌اند، به همین جهت هدف پژوهش حاضر، طراحی الگوی اکتشافی نیروی انتظامی تراز انقلاب مبتنی بر منظومه فکری مقام معظم رهبری است.روش: پژوهش حاضر از نوع کیفی است و روش آن براساس نظریه‌پردازی داده‌بنیان است. داده‌های پژوهش، مجموعه بیانات، سخنرانی ها، احکام، پیام ها و خطبه های مقام معظم رهبری طی سه دهه گذشته (طی سال های 1368 تا 1398) است. روش نمونه‌گیری نظری و به‌صورت تمام‌شمار بود. بنابراین تمام گزاره های استخراج شده درباره نیروی انتظامی در جدول کدگذاری، تحلیل و بررسی شد. پس از انجام سه مرحله کدگذاری باز، محوری و انتخابی، مدل پارادایمی و ترسیمی ارائه شد. همچنین شاخص های اعتمادپذیری، باورپذیری و مانند آن برای سنجش روایی و پایایی یافته‌ها استفاده شد.یافته‌ها: بیانات مقام معظم رهبری در قالب 247 مفهوم و 29 مقوله در پارادایم اشتراوس و کوربین قرار گرفت و عبارت نیروی انتظامی تراز انقلاب (ناتا)، به‌عنوان مقوله محوری انتخاب شد.نتایج: با توجه به یافته‌های پژوهش، راهبردهای تحقق نیروی انتظامی تراز انقلاب مبتنی بر بیانات مقام معظم رهبری عبارت‌اند از: اقتدار و صلابت معنوی و قانونی، استفاده از دانش روز و فناوری های نوین، برخورد مهربانانه و عطوفانه با مردم، تقویت روحیه تقوا و پاکدامنی، کاهش حوادث و تلفات جاده ای، مبارزه جدی با فساد و شرارت ها، کمک به تحقق اقتصاد مقاومتی، استفاده و بکارگیری نیروی انسانی کارآمد، قانون گرایی، امانت داری و صحت عمل، هوشمندی و بصیرت، مدیریت جهادی، نظارت دقیق و مستمر و برنامه ریزی دقیق و هوشمندانه.

A Model for the Islamic Revolutionary Police Based on the Supreme Leader’s Intellectual System

Background and Aim: In order to realize the modern Islamic civilization, we need staff to be present in the Islamic Revolution. Since all governmental organizations derive their legitimacy from the Valii Faqih, and since the leader of the revolution has been the subject of the "Islamic Revolutionary Police" for several years, the purpose of the present study was to design a exploratory model of the police based on the intellectual system of the supreme leader.Method: This study is a qualitative one and its methodology is based on grounded theory. The research data is a collection of remarks, lectures, sentences, messages and sermons by the Supreme Leader over the past three decades (from 1989 to 1989). The method of sampling was theoretical and complete. Therefore, all the statements extracted about law enforcement in the coding table were analyzed. After performing three steps of open coding, axial and selective, a paradigmatic and graphical model was presented. Reliability, reliability and the like were used to assess the validity and reliability of the findings.Results: The statements of the Supreme Leader were divided into 247 concepts and 29 categories in the Strauss and Corbin paradigm, and the phrase Revolutionary police was chosen as the central category.Conclusion: According to the findings of the study, strategies for achieving the level of revolutionary law enforcement based on the statements of the Supreme Leader are: spiritual authority and law, use of modern knowledge and new technologies, compassionate and compassionate treatment of people, strengthening the spirit of piety and decency, reducing road accidents, serious fight against corruption and evils, contributing to the realization of a resilient economy, the use and use of efficient human resources, legalization, trust and prudence, intelligence and insight, jihadist management, meticulous and continuous monitoring and meticulous planning.
