پیشایندهای مدل انتظامی مدیریت رفتار تماشاگران فوتبال در ایران

زمینه و هدف: تماشاگران مهم‌ترین سرمایه‌ ورزش هر کشور محسوب می‌شوند. چنانچه رفتار آنان مدیریت نشود ممکن است خسارت‌های جانی و مالی جبران‌ناپذیری به بارآورند؛ بنابراین، باتوجه به نقش کلیدی نیروی انتظامی در تامین نظم و امنیت مسابقات و رویدادهای ورزشی، هدف پژوهش حاضر، شناسایی پیشایندهای مدل انتظامی مدیریت رفتار تماشاگران فوتبال در ایران است.روش: پژوهش کیفی حاضر، پژوهشی توسعه‌ای کاربردی است که به روش تحلیل مضمون انجام‌ شد. جامعه مشارکت‌کننده که تعداد آن‌ها براساس اصل اشباع نظری کنترل شد، 29 نفر از اساتید، خبرگان و صاحب‌نظران مرتبط با موضوع پژوهش بودند که به‌صورت قضاوتی هدفمند هدفمند انتخاب و با استفاده از ابزار مصاحبه نیمه‌ساختاریافته انفرادی و گروه کانونی، اطلاعات مدنظر از آن‌ها دریافت شد و در نرم‌افزار مکس کیودا دسته‌بندی و کدگذاری‌ شدند.یافته‌ها: باتوجه به اهداف پژوهش، از 255 صفحه متن مصاحبه ، 261 کد در قالب 44 مضمون پایه استخراج شد و سپس مضامین دارای مفاهیم یکسان، ادغام‌ شدند و 6 مضمون سازمان‌دهنده (عوامل مدیریتی، عوامل وضعیتی، عوامل قانونی، عوامل زیرساختی، عوامل رفتاری عملکردی و عوامل فرهنگی اجتماعی) در قالب 1 مضمون فراگیر با عنوان پیشایندهای مدل انتظامی مدیریت رفتار تماشاگران فوتبال در ایران شکل گرفت.نتایج: عوامل شناسایی‌شده به‌طور مستقیم در حوزه وظایف و اختیارات نیروی انتظامی نبوده، اما بر رفتار تماشاگران فوتبال موثرند؛ بنابراین لازم است فرماندهان و مدیران انتظامی برای مدیریت رفتار تماشاگران اقدامات و فرآیندهای مدیریتی خود را بر مبنای آن‌ها تنظیم کنند.

Antecedents of the Behavioral Model of Management of Football Spectators in Iran

Background and Aim: Spectators are the most important sporting asset of any country. If their behavior is not managed, they may cause irreparable financial and life losses; therefore, the aim of this study was to identify the antecedents of the law enforcement model of football spectator behavior in Iran, given the key role of law enforcement in securing matches and sporting events.Method: The present qualitative study was a developmentalapplied research that was conducted through content analysis. The participant community, which was also controlled on the basis of theoretical saturation principle, consisted of 29 professors, experts and experts related to the subject of the research who were purposefully selected and gathered the required information by using semistructured individual interviewing and focus group. MAXqda2018 software is also used for classification and coding.Results: According to the objectives of the research, 261 codes were extracted from the 255 pages of interview text in the form of 44 basic themes and then themes with similar concepts were merged and 6 organizing themes (managerial factors, situational factors, legal factors, infrastructural factors). BehavioralFunctional Factors and CulturalSocial Factors) were formulated in the context of one universal theme as the antecedents of the law enforcement model of football spectator behavior in Iran.Conclusion: The identified factors were not directly in the area of ​​law enforcement duties, but they did affect football behaviors, so it is necessary for police commanders and managers to manage their behaviors and management processes based on their behaviors.
