الگوی بهبود ساختارها و فرآیندهای کاری کلانتری‌ها با رویکرد پلیس ناب

زمینه و هدف: نیاز به بهینه‌سازی مصارف و بهبود کارآیی در نهادهای عمومی از جمله پلیس بیش از پیش به چشم می‌آید. رویکرد پلیس ناب در سال‌های گذشته در پلیس‌ کشورهایی همچون انگلستان، کانادا، دانمارک و امارات نتایج مطلوبی به بار آورده و می‌تواند یک راهکار موثر برای این مسئله باشد. بنابراین، این پژوهش به‌دنبال پاسخ به این پرسش‌ است که الگوی بهبود ساختارها و فرآیندهای کاری کلانتری‌ها با رویکرد «پلیس ناب» چگونه است؟ روش‌: پژوهش حاضر با رویکرد کیفی انجام شد؛ براین اساس پس از استخراج چارچوب مفهومی پژوهش از ادبیات پژوهش، با بکارگیری چارچوب به‌دست آمده، شاخص‌های الگوی یادشده براساس رویکرد پلیس ناب، از طریق مشاهده و مصاحبه با مدیران و صاحب‌نظران واحدهای مختلف انجام شد. در مطالعه حاضر، با  17 نفر از مسئولان و کارکنان عملیاتی از 8 واحد و زیرمجموعه منتخب نیروی انتظامی مصاحبه به‌عمل آمد. یافته‌ها: در مجموع ابعاد رویکرد ناب را می‌توان در دو بُعد کاهش هدررفت‌ها و افزایش ارزش‌آفرینی‌ها طبقه‌بندی کرد. کل مولفه‌ها و شاخص‌های بومی کاهش هدرفت‌ها به تعداد 7 مولفه و 26 شاخص و کل مولفه‌های افزایش ارزش‌آفرینی‌ها به تعداد 6 مولفه و 40 شاخص به‌دست آمد. براساس رویکرد ناب، با شناسایی، کاهش و حذف مستمر هدررفت‌ها از یک‌سو و ارتقاء یا ایجاد ارزش‌آفرینی‌ها از سوی دیگر، می‌توان به سطح مناسبی از بهینگی و مطلوبیت در ساختار‌ها و فرآیندهای کاری دست یافت. نتایج: رویکرد ناب به‌عنوان یک روش کار تکرار‌شونده، از یک طرف می‌تواند به‌صورت مستقل به‌منظور دستیابی به بهینگی و بهره‌وری استفاده شود؛ از طرف دیگر، با توجه به برنامه‌ریزی‌های انجام‌شده و زیرساخت‌های ایجاد شده برای تحقق طرح‌های تحولی نظیر مکنا و تحول کلانتری و پاسگاه، می‌تواند به‌عنوان رویکرد و روش اجرایی عملی‌سازی و تحقق اهداف تعیین شده در طرح‌های یادشده استفاده شود.

Pathology of Structures and Procedures of Police Stations by Lean Policing Approach

Background: In recent years, attention to the productivity is becoming more and more important in policing. Lean Policing approach could be an effective solution for this challenge. Thus, in this research, we are trying to find answer for the following questions: What are the most important elements of Lean Policing? What are the problems of Iran policecourts’ structures and processes according the Lean approach? What are some appropriate strategies to make improvement in Iran policecourts’ problems in structures and processes by utilizing Lean approach? Methodology: This research is done in a qualitative approach and includes two phases: study of the literature in Lean. The second phase includes utilizing the devised model to find the problems in Iran policecourts. Findings: According to Lean approach, we can achieve any level of optimization in any organization by continuously finding and decrease the waste elements as well as finding and increasing the valuemaker elements. In this research, we utilized this approach to find the current waste and valuemaker elements of Iran policecourts to devise some strategies for making improvements in structures and processes of them. Results is: Lean, as a repetitive and continuous approach can be used either as a standalone strategy to make improvements in the organization, or on the other hand, with considering the current infrastructures that is prepared for current active improvement plans, Lean Policing can be used as a tool set in order to help achieving those plans. A strategical layout is suggested in this research for the second approach.
