پیامدهای امنیتی و انتظامی مشاغل کاذب در شهرستان رشت

زمینه و هدف: مشاغل کاذب که بیشتر متاثر از معضل بیکاری است، می تواند پیامدهای منفی از لحاظ امنیتیانتظامی به‌دنبال داشته و باعث ایجاد مشکلات بسیاری برای افراد جامعه و افزایش جرم و آسیب های اجتماعی شود. این پژوهش با هدف اصلی شناسایی پیامدهای امنیتی و انتظامی مشاغل کاذب در شهر رشت انجام شد. روش‌شناسی: این پژوهش از لحاظ هدف کاربردی و به لحاظ ماهیتی از نوع پژوهش‌های کیفی و اکتشافی است. مشارکت‌کنندگان پژوهش را مدیران و فرماندهان ارشد پلیس، استادان دانشگاه های رشت (در حوزه جامعه شناسی، اقتصاد و مدیریت) و کارشناسان خبره نهاد مدیریت شهری (شهرداری) تشکیل می دهند. نمونه‌گیری به صورت هدفمند و تا رسیدن به اشباع نظری از طریق انجام مصاحبه های عمیق با 10 نفر از خبرگان ادامه یافت. روش تحلیل مضمون برای تجزیه و تحلیل داده ها استفاده شد. یافته ها: یافته های حاصل از تحلیل مضمون بیانگر نه پیامد امنیتیانتظامی مشاغل کاذب در شهر رشت بود که عبارت‌اند از: ایجاد پاتوق برای افراد با اندیشه مجرمانه، خرید، فروش و توزیع مواد مخدر و مشروبات الکلی، سرقت و دزدی، ناهنجاری های اجتماعی و فرهنگی، تجاوز به عنف، نزاع، آدم ربایی، قتل و کلاهبرداری. نتایج: بیشتر مشاغل کاذب به تخصص خاصی نیاز ندارند و ورود به این مشاغل سهل و آسان است. با توجه به طیف گسترده مشاغل کاذب و پیامدهای متفاوت آن‌ها به لحاظ امنیتی و انتظامی لازم است متناسب با آنها، برنامه ریزی و اقدامات مدیریتی متناسب بکار گرفته شود. با توجه به چند وجهی بودن اغلب مشاغل کاذب‏، تعدیل پیامدهای منفی امنیتی انتظامی نیازمند جلب مشارکت سازمان‌ها و نهادهای مختلف و همچنین بهره‌گیری از دانش، تجربه و تخصص ذینفعان مختلف است.

Security and Policerelated Consequences of False Businesses in Rasht

Background and Aim: False occupations, which are most affected by the unemployment problem, can have negative securitypolicing consequences, causing many problems for the community and increasing crime and social damage. This research was conducted with the main purpose of identifying the security and safety implications of false occupations in Rasht city. Methodology: This research is applied in terms of its purpose and is qualitative in nature. Researchers comprise top managers and senior police officers, professors from Rasht University (in the field of sociology, economics and management) and experts in the field of urban management (municipal). Sampling was done purposefully and continued to reach the theoretical saturation through conducting indepth interviews with 10 experts. The method of data analysis was used to analyze the data. Findings: The results of the analysis of the theme revealed that the false occupations of the city of Rasht were not the securitylaw enforcement of the fake occupations, namely: creating a hangout for people with criminal thought, buying, selling and distributing drugs and alcoholic beverages, robbery and robbery, Social and cultural anomalies, rape, strife, adolescence, murder and fraud. Conclusion: Most false occupations do not require specific expertise and entry into these businesses is easy and easy. Due to the wide range of false occupations and their different implications, security and law enforcement needs to be tailored to fit them, planning and appropriate managerial actions. Regarding the multifaceted nature of most false occupations, the adjustment of negative security implications requires the involvement of various organizations and institutions as well as the utilization of the knowledge, experience and expertise of various stakeholders.
