شناسایی عوامل مدیریت انتظامی موثر بر پیشگیری از تصادفات رانندگی

زمینه و هدف: با توجه به تنوع و پیچیدگی ترافیک، وقوع تصادفات شدید رانندگی با خسارت‌های سنگین جانی و مالی در کشور و افزایش فوت‌ شهروندان در تصادفات، ریشه‌یابی و تحقیق پیرامون علل وقوع تصادفات برای پیشگیری ضروری به نظر می‌رسد. بدین منظور در این پژوهش تلاش شده عوامل مدیریت انتظامی که در پیشگیری از تصادفات بیشترین تاثیر را دارند، شناسایی شوند. روش‌شناسی: این پژوهش از نظر نحوه گردآوری داده‌ها، اسنادی، از نظر هدف، کاربردی و از نظر روش تحقیق، توصیفی تحلیلی است که به روش پیمایشی انجام شده است. جامعه آماری شامل مدیران، اساتید، متخصصان و کاربران ترافیکی به تعداد 3759 نفر است که با استفاده از رابطه کوکران تعداد 196 نفر از آنها به‌صورت تصادفی انتخاب شدند. برای تحلیل داده، از آزمون‌های معادلات ساختاری و تحلیل عاملی تائیدی استفاده شد. یافته‌ها: عوامل و متغیرهایی نظیر آموزش و ارتقای فرهنگ ترافیک، مهندسی ترافیک، اجرای قوانین و مقررات، شرایط محیطی و نبود مدیریت واحد در حوزه ترافیک، به‌عنوان عوامل موثر در پیشگیری از تصادفات شناسایی شدند. در بررسی فرضیه‌های تدوین شده مرتبط با عوامل یادشده، بین پنج عامل به‌دست آمده و متغیرهای مورد نظر رابطه معناداری وجود دارد. نتایج: نتایج پژوهش نشان می‌دهد آموزش و ارتقای فرهنگ ترافیک توسط مدیران پلیس‏ بیشترین تاثیر در پیشگیری از تصادفات رانندگی دارد. مهندسی ترافیک، اجرای مقررات و قوانین، شرایط محیطی و نبود مدیریت واحد در امر ترافیک به‌ترتیب در رتبه‌های بعدی قرار گرفتند.

Investigating the Effective Police Management Factors on Driving Accident Prevention

Background and Aim: Due to the diversity and complexity of traffic, the occurrence of severe traffic accidents with heavy physical and financial losses in the country and the increase in the deaths of citizens in accidents, rooting and research about the causes of accidents is necessary for prevention. For this purpose, in this research, attempts have been made to identify the factors of policing that have the greatest impact in preventing accidents. Methodology: This research is a descriptiveanalytic study carried out in a survey method. The statistical population consisted of 3759 managers, teachers, experts and traffic users who were randomly selected using Cochran’s relationship. For data analysis, structural equation and confirmatory factor analysis were used. Findings: Factors and variables such as training and promoting traffic culture, traffic engineering, enforcement of laws and regulations, environmental conditions and lack of unit management in the traffic area were identified as effective factors in preventing accidents. In examining the hypotheses related to the mentioned factors, there is a significant relationship between the five factors and the variables in question. Conclusion: The results of the research show that the training and promotion of traffic culture by policemen has the greatest impact on the prevention of traffic accidents. Traffic engineering, enforcement of rules and regulations, environmental conditions, and lack of unit management in traffic were ranked as follows.
