بررسی تطبیقی بهره وری نیروی کار در ایران

هشتمین هدف برنامۀ توسعۀ پایدار سازمان ملل متحد (sdgs) در چشم‌انداز پانزده‌سالۀ خود، کار شایسته و رشد اقتصادی است و یکی از مهم‌ترین راه‌های نیل به این هدف، دستیابی به سطوح عالی بهره‌وری معرفی شده است. هدف از این پژوهش کیفی، بررسی بهره‌وری نیروی کار ایران از منظر سیاستی و عملکردی در سال‌های اخیر و در مقایسه با کشورهای مشابه و درنهایت، تحلیل شکاف احتمالی است. ازاین‌رو در پژوهش حاضر، جایگاه بهره‌وری نیروی کار در اسناد بالادستی کشور و سیاست‌های کلی نظام بررسی شده، سپس به بررسی تطبیقی وضعیت بهره‌وری نیروی کار ایران در سال‌های اخیر و همچنین در مقایسه با کشورهای عضو سازمان بهره‌وری آسیایی (apo) پرداخته شده است. نتایج نشان می‌دهد در سال‌های اخیر، در سیاست‌های خرد و کلان به مقولۀ بهره‌وری توجه ویژه‌ای شده است و سازمان ملی بهره‌وری به‌عنوان دستگاه حاکمیتی ارتقای بهره‌وری در کشور، گام‌های مثبتی را در این زمینه برداشته است، اما بررسی‌های تطبیقی از نظر روند آماری در سال‌های گذشته و در مقایسه با کشورهای سازمان بهره‌وری آسیایی نشان می‌دهد که این جایگاه در خور و شان ایران اسلامی نبوده و زمان آن رسیده است که با اجرای اقتصاد مقاومتی، سیاست‌های بهره‌وری خود را در عرصه اقدام و عمل به منصه ظهور بگذارند.

A Comparative Study of Workforce Productivity in Iran

The Eighth goal of a new Sustainable Development Goals (SDG) in its fifteenyear perspective is decent work and economic growth. Higher levels of productivity is proposed as one of the most important methods to achieve this goal. The purpose of this qualitative study is to study the productivity of workforce in terms of policies and practices in recent years and comparing it with similar countries and then using potential gap analysis. Hence, the position of productivity is investigated in the top documents and general policies of the country. Then, it was compared with the current situation in the Asian Productivity Organizations (APO). The results indicated that special attention has been paid to productivity both in micro and macro policies. As a responsible organization for improving productivity, the National Iranian Productivity Organization has conducted proper practices in this regard in the country. Yet, comparative studies of statistical trends of the previous years as compared with the Asian Productivity Organization show that this position is not as proper as it is expected for the Islamic Republic of Iran. It is time for the country to propose its productivity policies both in practice and implementation according to resistive economy.
