انتخاب روش اکتساب فناوری در صنعت کاغذ با رویکرد تصمیم گیری فازی

کاغذ یک کالای راهبردی، نقش مهمی در رشد و پیشرفت اقتصادی، فرهنگی،اجتماعی، و یکی از شاخص های توسعه یافتگی کشور محسوب می شود. فناوری های تولید کاغذ بدلیل پیچدگی و سرمایه بر بودن ، در دست کشورهای توسعه یافته هستند. اکثرکشورها ی در حال توسعه جهت تامین نیازهای فناوری معمولا از انتقال فناوری استفاده می کنند. صنعت کاغذ سازی یکی از صنایع مورد نیاز کشور به فناوری پیشرفته هست که بتواند عقب افتادگی خود در براوردن نیاز کشور به کاغذ خصوصا کاغذ چاپ وتحریر جبران نماید. بنابراین علاوه بر اینکه لازم است فناوری مناسب منتقل شود راهبرد اکتساب فناوری هم نقش مهمی در این زمینه دارد. در این تحقیق به شناسایی راهبرد ها و روشهای انتقال فناوری با توجه به شاخص و معیارهای انتقال فناوری در صنعت کاغذ پرداخته شد، بدین ترتیب که با مطالعه کتابخانه ای و استفاده از نظرخبرگان صنعت کاغذ به روش دلفی فازی با تعیین شاخص های مناسب و امتیازدهی شاخص های تعیین شده و اولویت بندی انها با رویکرد مدل های تصمیم گیری فازی (دیمتل و پرومته فازی)، روش مناسب راهبرد اکتساب فناوری در صنعت کاغذ را مشخص شده است. مطابق نتایج بدست امده، سه راهبرد سرمایه گذاری مستقیم خارجی، روش کلید در دست و ایجاد شرکت مشترک، بالاترین اولویت در روشهای اکتساب فناوری محسوب می گردند. با اینحال راهبرد سرمایه گذاری مستقیم خارجی بهترین روش اکتساب فناوری در صنعت کاغذ می باشد.

choosing a technology acquisition method in the paper industry with a fuzzy decision-making approach

paper is a strategic commodity, an important role in economic, cultural, social growth and development, and one of the developed indicators of the country. paper production technologies are under development due to complexity and capital cost. most developing countries use technology transfer to meet their common technology needs. the paper industry is one of the industries that the country needs advanced technology to compensate for its backwardness in meeting the country’s need for paper, especially printing and writing paper. therefore, in addition to the fact that technology is necessary and transferable, technology acquisition strategy also plays an important role in this field. in this research, the strategies and methods of technology transfer are identified according to the indicators and indicators of technology transfer in the paper industry, in this way, by studying the library and using the opinions of experts in the paper industry, using the fuzzy delphi method, by determining the indicators suitable and scoring indicators. determined and their prioritization with different decision making models (fuzzy decision making and prometheus), determines the appropriate method of technology acquisition strategy in the paper industry. according to the obtained results, three foreign investment strategies, turnkey method and company creation, are the highest priorities of technology acquisition methods. however, foreign direct investment strategy is the best technology acquisition method in the paper industry.
