تکنو ژئوپلیتیک و تغییر الگوهای سنتی جهانی در حوزه فناوری‌های دیجیتال؛ چشم‌اندازی استراتژیک برای ایران

تلاش برای کسب برتری تکنولوژیک به میدان جدید رقابت قدرت‌های جهانی به‌ویژه چین، ایالات متحده و اتحادیه اروپا تبدیل شده است. تسلط بر فناوری‌های پیشرفته مانند هوش مصنوعی، میکرو الکترونیک، کلان‌داده‌ها، یادگیری ماشینی و سیستم‌های اطلاعات کوانتومی در نهایت موازنه قدرت بین‌المللی را شکل داده و قوام می‌بخشد. قدرت‌های جهانی مصمم به توسعه قابلیت‌های تکنولوژیک به‌منظور دستیابی به مزیتی استراتژیک در رقابت کلان خود هستند. توسعه چنین قابلیت‌هایی در راهبرد کلان قدرت‌های جهانی به‌عنوان اولویتی ملی مطرح شده و در بالاترین سطح دولتی دنبال می‌شود. این قدرت‌ها اهمیت کسب برتری تکنولوژیک را از جنبه‌های توسعه اقتصادی، امنیت ملی و رقابت بین‌المللی مورد شناسایی و تاکید قرار داده‌اند. مقاله حاضر با بهره‌گیری از روش مطالعه تطبیقی و تحلیل داده‌ها از نوع منطقی و مبتنی بر شواهد، درصدد بررسی رابطه احتمالی میان تکنو ژئوپلیتیک و تغییر الگوهای سنتی جهانی در حوزه فناوری‌های دیجیتال است. بر این مبنا، پرسش اصلی پژوهش حاضر این است که تکنو ژئوپلیتیک به چه شکلی می‌تواند الگوهای سنتی جهانی در حوزه فناوری‌های دیجیتال تغییر دهد؟ یافته‌های پژوهش نشان می‌دهد که تکنو ژئوپلیتیک با ورود به متن مجادلات قدرت‌های جهانی از طریق تغییر الگوهای سنتی در حوزه فناوری‌های دیجیتال، توسعه رقابت در حوزه تراشه‌های پیشرفته، به‌کارگیری اشکال جدید دستگاه‌ها و سیستم‌های جاسوسی و ضد جاسوسی، ایجاد دوگانه تکنو ژئوپلیتیکی هوآوی- اوپن‌رن، وضع و اعمال محدودیت‌ها و مقررات جدید علیه پلتفرم‌های رقیب و تشدید رقابت برای کسب برتری تکنولوژیک، ساختار و پویایی‌های رقابت‌های جهانی را تغییر داده است.

introduction: the quest for technological superiority has become a new arena of competition among global powers, especially china, the united states, and the european union. mastery of advanced technologies such as artificial intelligence, microelectronics, big data, machine learning, and quantum information systems will ultimately shape and stabilize the international balance of power. global powers are determined to develop technological capabilities in order to gain a strategic advantage in their macro competition. the development of such capabilities is considered a national priority in the grand strategy of global powers and is pursued at the highest level of government. these powers have recognized and emphasized the importance of achieving technological superiority in terms of economic development, national security, and international competition.research question: on this basis, the main question of the present study is: how can technogeopolitics change traditional global patterns in the field of digital technologies?research hypothesis: at the macro and strategic level, technogeopolitics examines contemporary us-china relations and, to some extent, the european union, and the future of global cybersecurity through the prism of geopolitical and financial-technological competition. this analytical framework provides a new context for the emerging field of digital government and discusses a range of key issues, including 5g technology, policy regulation of competing platforms, and the emergence of new espionage and counter-espionage.results and discussion: using a comparative study method and logical and evidence-based data analysis, this article seeks to examine the possible relationship between technogeopolitics and changing traditional global patterns in the field of digital technologies. in the new circumstances, the main priority for the united states, the european union, and china is to centralize technological networks, including 5g, advanced chips, and influential social media platforms, through which geopolitical and geoeconomic power can best be exercised and displayed.conclusion: the research findings show that technogeopolitics has changed the structure and dynamics of global competition by entering the context of global power disputes through changing traditional patterns in the field of digital technologies, developing competition in the field of advanced chips, employing new forms of espionage and counter-espionage devices and systems, creating the huawei-open ran technogeopolitical duality, imposing and enforcing new restrictions and regulations against competing platforms, and intensifying competition to gain technological superiority.
