تدوین سناریوهای راهبردی مبادلات منابع انرژی در خلیج فارس پس از بحران جنگ روسیه و اوکراین با رویکرد آینده‌ پژوهی

بحران نظامی روسیه و اوکراین، بسترساز وقوع دگرگونی‌ها و تحولات بنیادین در پارادایم‌ها و الگوهای بین‌المللی تامین و تبادل منابع و انرژی شده است. روسیه با بهره‌برداری گسترده از مزیت راهبردی و اهرم فشار خود در عرصه نفت و گاز، چالش‌ها و موانعی را بر سر راه کشورهای غربی ایجاد کرده است. در این میان، جایگاه و اهمیت منطقه خلیج فارس به عنوان یکی از بزرگترین و حیاتی‌ترین منابع تامین انرژی برای قدرت‌های غربی، بیش از پیش مشخص و برجسته شده است. پرسش اصلی مقاله حاضر این است که الگوها و ساختار مبادلات منابع انرژی در منطقه خلیج‌فارس در پرتو بحران اوکراین چه تحولاتی را تجربه خواهد کرد؟ روش‌شناسی پژوهش حاضر، ترکیبی از رویکردهای کیفی، کمی و آینده‏پژوهی بوده است. در بخش کیفی از طریق مصاحبه عمیق با 10 تن از خبرگان حوزه‌های مطالعات منطقه‌ای، روابط بین‌الملل و اقتصاد انرژی، داده‌های مورد نیاز گردآوری شد. سپس با به‌کارگیری تکنیک تحلیل مضمون و طبقه‌بندی، مهمترین متغیرهای کلیدی شناسایی گردید. در ادامه با استفاده از تحلیل ساختاری-تفسیری micmac، روابط درونی میان این متغیرها بررسی و تبیین شده است. در پایان نیز پژوهش با بهره‌گیری از اصول و مبانی آینده‌ پژوهی و تکیه بر یافته‏های دو مرحله پیشین، 5 سناریوی محتمل در وضعیت‌های مختلف متغیرهای کلیدی را طراحی و تدوین کرده است. نتایج حاکی از آن است که برنامه‌های نوسازی و توسعه ظرفیت‌های نفت و گاز در منطقه و همچنین افزایش نقش ایران، می‌تواند اثرات مثبتی بر بازار انرژی اروپا داشته باشد.

constructing strategic scenarios for energy resource exchanges in the persian gulf following the russia-ukraine war crisis: a futuristic research approach

the recent russia-ukraine military crisis has precipitated profound transformations and fundamental shifts in international paradigms of energy supply and exchange. leveraging its strategic dominance and pressure leverage in oil and gas, russia has posed significant impediments and challenges for western nations. amidst this, the strategic significance of the persian gulf region as one of the largest and most vital sources of energy supply for western powers has become further accentuated and highlighted.the central research question examines how exchange structures and patterns pertaining to energy resources within the geopolitically salient persian gulf region are anticipated to evolve given the tumult of the ukraine crisis. the methodological framework encompassed qualitative, quantitative, and futures research approaches. in-depth expert interviews with 10 specialists across regional studies, international relations, and energy economics constituted the qualitative component. key variables were then identified via thematic analysis and categorization. structural equation modeling (micmac) was further utilized to decipher inter-variable relationships. finally, grounded in futures research principles, 5 probable scenarios across different key variable states were designed and formulated based on the findings of the preceding phases. findings indicate that modernization and expansion endeavors within the region’s oil and gas industry capacities, coupled with an elevated iranian role, can positively impact european energy markets.
