ژئوپلیتیک اتصال: شکل جدید رقابت قدرت در قرن بیست و یکم

کد ژئوپلیتیکی یک کشور اولویت های راهبردی و راه های دستیابی به آنها را مشخص می کند. این کدها، شامل تعریفی از منافع یک دولت، شناسایی تهدیدهای خارجی برای آن منافع، پاسخ برنامه ریزی شده به چنین تهدیداتی و بازنمایی های ژئوپلیتیکی برای آن پاسخ است. پروژه های سرزمینی اتصال، جزء لاینفک کدهای ژئوپلیتیکی سیاست خارجی قدرت های بزرگ را تشکیل می‌دهند که اقتصاد سیاسی را در لایه های سرزمینی تزریق می‌کنند. نظم جهانی قرن بیست و یکم، متاثر از راهروهای حمل و نقل و شبکه های اتصال بندری و زیرساختی از طریق تعریف پروژه های ژئوپلیتیکی است. پروژه عظیم یک کمربند یک جاده چین، کانون ژئوپلیتیکی شبکه های اتصال جهانی است که قدرت های دیگر، کدهای خود را با توجه به آن در سطوح گفتمانی و فیزیکی تعیین می کنند. ما در این مقاله نشان می دهیم که کدهای ژئوپلیتیک اتصال، از سطوح محلی تا جهانی امتداد می یابند تا رقابت نوین را در گذار ژئوپلیتیکی قرن بیست و یکم به سمت یک نظم نوین شکل دهند. از این رو، در پاسخ به ابتکار بلندپروازانه چین، کدهای ژئوپلیتیک قدرت های بزرگ را که به صورت جداگانه، پویا و یا هماهنگ تنظیم شده اند بررسی می کنیم. در پایان راهکارهایی را برای سیاست خارجی ایران در راستای ایفای نقش ژئوپلیتیکی «اتصال» در نظم جهانی پیش رو ارائه می کنیم.

geopolitics of connectivity: a new form of power competition in the 21st century

a country's geopolitical code specifies strategic priorities and ways to achieve them. these codes include a definition of a state's interests, an identification of external threats to those interests, a planned response to such threats, and geopolitical representations of that response. territorial connectivity projects are an integral part of the geopolitical codes of the foreign policy of great powers that inject political economy into territorial layers. the world order of the 21st century is affected by transportation corridors and port and infrastructure connection networks through thedefinition of geopolitical projects. china's massive one belt one road project is the geopolitical focal point of the global connectivity networks that other powers are codifying on both discursive and physical levels. weshow in this paper that the geopolitical codes of connectivity extend from the local to the global levels to shape the new competition in the 21st century geopolitical transition towards a new order. hence, in response to china's ambitious initiative, we examine the geopolitical codes of great powers that are individually, dynamically, or coordinated. in the end, wepresent solutions for iran's foreign policy in order to play the geopolitical role of connection in the upcoming world order.
