نولیبرالیسم و اقتصاد سیاسی دولت و طبقه در کرانه باختری

فهم ماهیت تحولات ساختاری و دگرگونی اقتصاد سیاسی خاورمیانه و شمال آفریقا بدون فهم جریان مدرن سازی وسیاست های نولیبرالیستی در این منطقه ممکن نیست.شواهدگویای آن است که خروجی سیاست های نولیبرالی در منطقه، برهم خوردن مدل های انباشت سرمایه به شکل ناموزون، شکل گرفتن آرایش طبقاتی جدید و پیدایی سرمایه داری گلخانه ای در داخل است مقاله حاضر با روش توصیفی تحلیلی، در صدد پاسخ به این سوال اصلی است که نولیبرالیسم و اهداف و شاخص های آن در خاورمیانه چه تاثیری بر ماهیت اقتصاد سیاسی منطقه و شکل گیری طبقات جدید به نفع حاکمیت های موجود داشته است؟مقاله حاضر با روش توصیفی تحلیلی، در صدد پاسخ به این سوال اصلی است که نولیبرالیسم و اهداف و شاخص های آن در خاورمیانه چه تاثیری بر ماهیت اقتصاد سیاسی منطقه و شکل گیری طبقات جدید به نفع حاکمیت های موجود داشته است؟یافته های پژوهش در قالب فرضیه بر این باور است که اعمال سیاست های نولیبرالیستی بعنوان پروژه ای به شدت دولت محور، موجب بین المللی شدن سرمایه به نفع دولت های اقتدارگرا بعنوان مدیران منظم سرمایه داری در داخل، شکل گیری سرمایه داری وطن گریز و همسوبا سرمایه داری جهانی، تعدیل ساختاری شدید و ایجاد نظام نابرابرمالکیت زمین و نابودی کشاورزی وابسته به بازارهای جهانی، خصوصی سازی تحت هدایت موسسات مالی بین المللی ، واردات فزاینده و بازاری شدن از طریق ادغام ناموزون در مدارهای انباشت سرمایه داری جهانی شده است.

it is not possible to understand the nature of structural changes and the transformation of the political economy of the middle east and north africawithout understanding the current of modernization and neoliberal policies in this region. the evidence is that the output of neoliberal policies in the region is thecollapse of models of capital accumulation in an unbalanced way, the formation of the new class and the emergence of capitalism is a greenhouse inside, which has had no result except the expansion of inequalities, ecological crises, exploitation of women, increase in informal work and class gap, rising debt and food crisis. the present article, with descriptive and analytical method, aims to answer the main question that neoliberalism and its goals and indicators in the middle east have had an effect on the nature of the political economy of the region and the formation ofnew classes for the benefit of the existing governments. the hypothesis is that the application of neoliberal policies as a strongly government-oriented project willcause the internationalization of capital in favor of authoritarian governments as regular managers of capitalism inside, the formation of emigrant capitalism and global capitalism, structural adjustment. intensified and the creation of an unequal system of land ownership and the destruction of agriculture dependent on global markets, privatization under the guidance of international financial institutions, increasing imports and marketization through uneven integration in the circuits of global capitalist accumulation, especially in the west bank. formed around this issue, the research background does not show an impersonal source.
