جایگاه منافع ملی و ایدئولوژیک در رویکرد سیاست‌خارجی نظام جمهوری اسلامی ایران

یکی از مباحث اصلی در روابط بین‌الملل به منظور بررسی ماهیت و رویکردهای سیاست‌خارجی کشورها موضوع و جایگاه منافع ملی و ایدئولوژیک می‌باشد که براساس نوع حکومت و جهان‌بینی خاص حاکم بر آن تبیین می‌شود. جمهوری‌اسلامی‌ایران نیز به عنوان بازیگری در نظام بین‌الملل از این قاعده مستثنی نیست و بنابراین پژوهش حاضر به بررسی رابطه این منافع در سیاست‌خارجی نظام جمهوری اسلامی ایران می‌پردازد.‌‌‌‌ در پرسش مربوط به جایگاه و نقش منافع ملی و ایدئولوژیک و چیستی آن در کلیت و کُنش و واکنش‌های سیاست‌خارجی ایران باید توجه داشت که از ابتدای پیروزی انقلاب ‌اسلامی بنابر ماهیت ارزشی ‌اسلامی و انقلابی آن‌که در متن و بطن قانون‌اساسی متجلی و به تمام شئون کشور جهت می‌دهد و سرلوحه و خط‌مشی انقلابیون و نخبگان حاکم قرار گرفت، شاهد رویکردی هویت‌محور هستیم. هر‌چند در اکثر کشورها ارزش‌ها و هنجارهای به درجاتی در رویکردهای سیاست‌خارجی تاثیرگذار هستند، اما منافع ایدئولوژیک سهم قابل توجهی در امر سیاست‌سازی و اجرای سیاست خارجی ایران داشته و در حکم اصول راهبردی محسوب می‌شوند. البته این بدان معنا نیست که متفکرین و بانیان انقلاب از اهمیت منافع ملی و عینی و مساعی وصول به آن غافل مانده و یا اهمیتی بر آن قائل نبوده و نیستند، بلکه بر وجه کلی در سیاست‌خارجی و در راس آن سیاست‌های کلان جمهوری اسلامی ایران با توامان بودن منافع ملی و ایدئولوژیک و تلفیقی هوشمندانه و پویا از آن دو و گاها غلبه یکی بر دیگری بنابر مقتضیات زمانی و مکانی و شرایط جاری داخلی و بین‌المللی مواجه هستیم و چنین فرضیه ای به زعم نگارنده جنبه نوآورانه پژوهش را نشان می دهد.

the position of national and ideological interests in the foreign policy approach of the islamic republic of iran

one of the main topics in international relations in order to examine the nature and foreign policy approaches of countries is the issue and place of national and ideological interests, which is explained based on the type of government and the specific worldview that governs it. the islamic republic of iran, as an actor in the international system, is not exempt from this rule, and therefore the present study examines the relationship between these interests in the foreign policy of the islamic republic of iran. the actions and reactions of iran's foreign policy should be noted that since the victory of the islamic revolution, due to its islamic and revolutionary value nature, which is manifested in the text and essence of the constitution and gives direction to all the affairs of the country, and which became the leader and policy of the revolutionaries and ruling elites, we are witnessing an identity-oriented approach. although in most countries, values and norms are influential in foreign policy approaches to some degree, but ideological interests have a significant contribution in policy making and implementation of iran's foreign policy and are considered as strategic principles. of course, this does not mean that the thinkers and founders of the revolution were oblivious to the importance ofnational and objective interests and the efforts to achieve them, or did not attach importance to them, but in general in foreign policy and above all the macro policies of the islamic republic of iran. we are faced with the duality of national and ideological interests and a smart and dynamic combination of them and sometimes one overpowering the other according to the time and place requirements and the current domestic and international conditions.
