راهبرد قدرت هوشمند چین در آفریقا

با پیچیده شدن روزافزون روابط میان کشورها و نیاز به تاثیرگذاری و نفوذ برای اجرای استراتژی‌های موردنظر، قدرت سخت مانند گذشته کارآمد نیست؛ از طرفی صرف وجود قدرت نرم نیز محدودیت‌هایی دارد. در سال‌های اخیر، با مطرح شدن نوعی از قدرت تحت عنوان «قدرت هوشمند» و با پیشتازی ایالات متحده برای بهره‌گیری از آن، کشورهای دیگر نیز ضرورت به کارگیری آن را دریافته‌اند. از این میان چین نیز با به کارگیری قدرت هوشمند جایگاه خود را به عنوان یکی از قدرت‌های بزرگ جهان در عرصه سیاست خارجی مشخص کرده است و در نقاط مختلف جهان از این قدرت بهره می‌گیرد، قاره آفریقا نیز یکی از مناطق پر اهمیت برای چین در جهان است. با توجه به نقش عمده این نوع قدرت در سیاست خارجی چین در قبال آفریقا، این مقاله با تکیه بر روش پژوهش تلفیقی به دنبال پاسخ به این سوال است که چین از چه ابزارهایی برای حضور فعال در آفریقا بهره گرفته است؟ فرضیه پژوهش این است که چین با ایجاد ارتباط نزدیک و حضور در سازمان‌های بین‌المللی، تلاش در سطوح مختلف دیپلماسی اعم از فرهنگی، رسانه‌ای و مبادله‌ای در جهت سوق فرهنگ و ارزش‌های مورد نظر خود به قاره، همکاری در زمینه علمی، پژوهشی و حوزه فناوری به عنوان یکی از بخش‌های حائز اهمیت در روابط دو طرف، روابط بسیار نزدیک اقتصادی به خصوص در دو حوزه تجارت و سرمایه‌گذاری و در آخر ایفای نقشی پررنگ در بهبود شاخص‌های توسعه اعم از امنیت غذایی، زیرساخت‌ها، مراقبت‌های بهداشتی، محیط زیست و...، توانسته است حضور فعالانه‌ای داشته باشد.

china’s smart power strategy towards africa

with the increasingly complex relations between countries and the necessity influence and the ability to have an effect for implementation of desired strategies, hard power is not as efficient as used to be; on the other hand, the mere existence of soft power isn’t enough and has its own limits in practice.in recent years, with the introduction of a new type of power called smart power, as the united states has taken the lead in exercising this form of power, other nations have recognized the need for its utilization. china, inthe status of a peer competitor to the us, has recognized the need to reap the benefit of such power by using it in different parts of the world including theafrican continent, with regard to the significance of this type of power in china’s policy towards africa, this article, through integrated research, seeks to answer the following question: what are the tools employed by china to have an active presence in africa? the research hypothesis is that, firstly, by stablishing close ties and a strong foothold in international organizations,secondly, by stiving at various levels of diplomacy including cultural, media and exchange to introduce its culture and values to the continent, thirdly, by scientific, research and technological cooperation, fourthly, by close economic relation in fields of trade and investment, and finally, by performing an active role in improving development indexes including food security, infrastructure, healthcare and environmental protection, china has been able to have an active presence in the continent.
