مقایسه تحلیلی رویکرد باراک اوباما و دونالد ترامپ نسبت به رژیم‌های بین‌المللی محیط زیستی با تاکید بر سنت‌های سیاست خارجی آمریکا

هدف اصلی این مقاله بررسی رویکرد سیاست خارجی باراک اوباما و دونالد ترامپ نسبت به رژیم‌های بین‌المللی محیط زیستی در چارچوب سنت‌های سیاست خارجی آمریکا بوده است. مطابق با این هدف، پرسش‌های پژوهش عبارت‌ بودند از اینکه؛ بر اساس هریک از سنت‌های تفکر سیاست خارجی، رویکرد آمریکا نسبت به نهادها و رژیم‌های بین‌المللی و نقش جهانی این کشور چگونه تعریف می‌شود؟ رئیس جمهور اوباما و ترامپ در قالب کدام‌یک از سنت‌های سیاست خارجی قرار می‌گیرند و با توجه به سنت سیاست خارجی هر یک از دو رئیس جمهور، مهم‌ترین تفاوت‌ها و شباهت‌های رویکرد سیاست خارجی آن دو نسبت به رژیم‌های بین‌المللی محیط زیستی چیست؟ در پاسخ به این پرسش‌ها، یافته‌های پژوهش نشان داد که در زمینه رویکرد سیاست خارجی این دو رئیس جمهور نسبت به رژیم‌های بین‌المللی محیط زیستی، می‌توان به سه تفاوت مهم اشاره کرد: نخست، تفاوت در برجسته کردن یا نادیده گرفتن مسائل محیط زیستی توسط آن دو در اسناد امنیت ملی آمریکا؛ دوم، تفاوت در نوع سیاست اتخاذی و اقدامات عملی دو رئیس جمهور در قبال رژیم‌های بین‌المللی محیط زیستی (سیاست پایبندی در مقابل سیاست خروج)؛ سوم، تفاوت در نوع بازنمایی اهمیت مسائل و رژیم‌های محیط زیستی در کنش‌های گفتاری دو رئیس جمهور. این پژوهش تحلیلی- مقایسه‌ای و شیوه گردآوری اطلاعات در آن از طریق منابع اسنادی و داده‌های مجازی بوده است.

a comparative study of barack obama and donald trump’s approach to international environmental regimes emphasizing the traditions of american foreign policy

the main purpose of this article is to examine the foreign policy approach of barack obama and donald trump towards international environmental regimes within the framework of us foreign policy traditions. accordingly, the questions of this study are: based on each of the traditions of foreign policy thinking, how is the us approach to international institutions and regimes and the global role of this country defined? given the foreign policy tradition of each of the two presidents, what are the most important differences and similarities between their foreign policy approaches to international environmental regimes? the findings show that there are no similarities in the foreign policy approach of the two presidents towards international environmental regimes, but in terms of differences, three important differences can be noted: differences in highlighting and or the two presidents’ disregard for environmental issues in us national security documents, the difference in the type of policy adopted and the practical actions of the two presidents towards international environmental regimes (policy of adherence to the policy of exit) and finally the difference in the type of representation the importance of environmental issues and regimes in the speeches of the two presidents.
