آثار و پیامدهای توافق‌نامه آتش‌بس بحران 2020 قره‌باغ بر امنیت و منافع ملی جمهوری اسلامی ایران

درگیری‌های بین آذربایجان و ارمنستان در سپتامبر 2020، پس از 44 روز تداوم بحران و منازعه، با میانجیگری روسیه، به توافق‌نامه آتش‌بس ختم شد. این مقاله به تاثیر توافق یادشده بر امنیت و منافع ملی جمهوری اسلامی ایران پرداخته است؛ با این پرسش اصلی که «توافق‌نامه آتش‌بس 2020 حاوی چه آثار و پیامدهایی برای امنیت و منافع ملی جمهوری اسلامی است و ایران برای مواجهه با آن چه راهبردهایی را پیش رو دارد؟» بر اساس یافته‌های مقاله، برهم خوردن موازنه قدرت در قفقاز جنوبی و توافق‌نامه آتش‌بس ناشی از آن در ابعاد مختلف به شکل ایجابی و سلبی بر منافع و امنیت جمهوری اسلامی ایران تاثیرگذار بوده است که مهم‌ترین آن‌ها عبارت‌‌اند از: نقش‌آفرینی بیشتر روسیه در مرز‌های شمال غربی ایران، احتمال دور شدن جغرافیای درگیری از مرزهای ایران، کمک‌های تسلیحاتی کلان و موثر رژیم صهیونیستی در آزاد شدن مناطق اشغالی آذربایجان و در نتیجه نقش‌آفرینی بیشتر این رژیم در مرزهای شمال غربی ایران، دستیابی ایران به اراضی هم‌مرز و ارتباط مجدد مرز نسبتاً طولانی با آذربایجان و نظایر این‌ها. مهم‌ترین راهبردهای پیش ‌روی جمهوری اسلامی در مواجهه با بحران مذکور نیز شامل اتخاذ مواضع بی‌طرفانه و در عین حال ایفای نقش میانجیگری فعال برای حفظ و القای جایگاه راهبردی جمهوری اسلامی به طرف‌های درگیر و بازیگران منطقه، حضور فعال در مناطق جدید حاصل از توافق آتش‌بس، افزایش مسیرهای مواصلاتی و ترانزیتی با جمهوری آذربایجان، به‌ویژه در مناطق تازه آزادشده‌، تقویت، تجهیز و توسعه سریع کمی- کیفی ساختار مرزبانی و استفاده از تجربه‌های جنگ قره‌باغ در زمینه بهره‌گیری از سلاح‌های مدرن و هوشمند بوده است.

the nagorno-karabakh ceasefire agreement, signed on november 10, 2020, after 44 days of conflict between the two countries, has had far-reaching implications for iran’s security and interests. with regard to this issue, the present article has been written specifically with the aim of explaining the effects and consequences of the qarabagh 2020 ceasefire agreement for iran’s security and interests. in this regard, the main question of the article is what are the effects and consequences of the nagorno-karabakh 2020 ceasefire agreement for the security and national interests of the islamic republic of iran? the findings of the article show that the recent ceasefire agreement in various dimensions has a positive and negative impact on the interests and national security of the islamic republic of iran, the most important of which include; russia’s role in the northwestern borders of iran, the possibility of geographical distance from the borders of iran, the zionist regime’s large-scale weapons assistance in liberating the occupied territories of azerbaijan and, as a result, the regime’s greater role in iran’s northwestern borders, iran’s access to border lands the reconnection of the relatively long border with azerbaijan has been the expansion of capacity to expand iran’s railway network to the caucasus and russia, and the presence of iranian private companies in the reconstruction of the critical regions of the caucasus.
