پروژه سدسازی ترکیه؛ تهدیدات امنیتی برای غرب آسیا و جمهوری اسلامی ایران

‌‌‌‌ترکیه ‌‌با ‌‌آگاهی ‌‌نسبت ‌‌به ‌‌تحولات ‌‌آتی ‌‌منابع ‌‌آب ‌‌و ‌‌درگیری‌‌های ‌‌سیاسی ‌‌احتمالی ‌‌بر ‌‌سر ‌‌آن، ‌‌از ‌‌سال ‌‌1970 ‌‌اقدام ‌‌به ‌‌اجرای ‌‌پروژه ‌‌عظیم ‌‌سدسازی ‌‌کرده ‌‌است ‌‌که ‌‌بر ‌‌اساس ‌‌برآوردها، ‌‌پنجمین ‌‌طرح ‌‌بزرگ ‌‌سدسازی ‌‌جهان ‌‌به‌شمار‏ ‌‌می‌‌آید. ‌‌‌‌‌‌اجرای ‌‌این پروژه ‌‌تاثیراتی ‌‌سوء ‌‌بر ‌‌اکوسیستم ‌‌کشورهای ‌‌همسایۀ ‌‌ترکیه ‌‌از ‌‌جمله ‌‌جمهوری ‌‌اسلامی ‌‌ایران، ‌‌عراق ‌‌و ‌‌سوریه ‌‌دارد و ‌‌بدون درنظر ‌‌گرفتن ‌‌حقوق ‌‌آبی ‌‌دیگر ‌‌کشورها و ‌‌‌‌کنوانسیون‌‌های ‌‌بین‌‌المللی ‌‌انجام ‌‌شده ‌‌است.‌‌ به همین دلیل مقاله حاضر، در پی پاسخ‌گویی به این پرسش است که «پروژه سدسازی ترکیه موسوم به «گاپ» می‏تواند چه تهدیداتی برای منطقه و جمهوری اسلامی ایران داشته باشد؟». فرضیه مقاله متاثر از چهارچوب نظری مکتب «کپنهاک» حاکی از آن است که ‌‌تداوم ‌‌این ‌‌وضعیت، ‌‌جمهوری ‌‌اسلامی ‌‌ایران و منطقۀ غرب آسیا ‌‌را ‌‌با ‌‌تهدیدات ‌‌زیست‌‌محیطی ‌‌مواجه ‌‌خواهد ‌‌کرد ‌‌که ‌‌بر ‌‌اساس ‌‌تعاریف ‌‌جدید ‌‌امنیت ‌‌و ‌‌تهدید، به معضلات ‌‌سیاسی ‌‌و ‌‌امنیتی ختم خواهد شد. ‌‌در ‌‌پژوهش ‌‌حاضر ‌‌با ‌‌بررسی ‌‌ابعاد ‌‌پروژه گاپ ‌‌و ‌‌پیامدهای ‌‌آن ‌‌بر ‌‌کشورهای ‌‌ایران، ‌‌عراق ‌‌و ‌‌سوریه، ‌‌پیشنهاد ‌‌شده ‌‌است ‌‌با ‌‌استناد ‌‌به ‌‌کنوانسیون‌‌های ‌‌بین‌‌المللی ‌‌در ‌‌زمینه ‌‌آبراهه‌‌های ‌‌بین‌‌المللی ‌‌و ‌‌همچنین ‌‌با ‌‌هماهنگ ‌‌کردن ‌‌اقدامات ‌‌حقوقی ‌‌و ‌‌سیاسی ‌‌منطقه‌‌ای ‌‌علیه این ‌‌پروژه، ‌‌این ‌‌وضعیت ‌‌بحرانی ‌‌مدیریت ‌‌شود. روش این پژوهش، توصیفی _ تبیینی و مبتنی بر منابع کتابخانه ‏ای است.

Turkey Dam construction Project Threats: Security Threats to West Asia and the Islamic Republic of Iran

Turkey with knowledge about the possible future development of water resources and political upcoming conflicts, the massive dam construction project has been implemented since 1970, According to evaluations, is the world’s fifth dam construction plan. The implementation of this project has negative effects on the ecosystem of Turkey’s neighboring countries such as the Islamic Republic of Iran, Iraq, and Syria, and has been carried out in accordance with international conventions without regarding the water rights of other countries. For this reason, this article seeks to answer the question, what threats can the GAP project create to the region and the Islamic Republic of Iran? The hypothesis of the article is influenced by the theoretical framework of the Copenhagen School, which shows that the continuation of this situation will engage the Islamic Republic of Iran and the West Asian region with environmental threats, which according to the new definitions of security and threat, will lead to political and security problems. In this research, by examining the dimensions of the Dam construction project in Turkey and its consequences for the Islamic Republic of Iran, Iraq, and Syria, it is proposed to refer to international conventions in the field of international waterways and also to regulate regional legal and political actions Against to this project, managed this critical situation. The method used in this research is descriptiveexplanatory based on library resources.
