اقتصاد سیاسی در سیاست خارجی ج.ا.ایران؛ با تاکید بر سیاست خارجی دولت توسعه‌گرا

پیوند اقتصاد و سیاست در دو حوزه داخلی و بین‌المللی که شکل‌دهنده دیپلماسی اقتصادی محسوب می‌شود، یک امر ضروری برای توسعه است. به همین دلیل دولت‌هایی که دغدغه توسعه دارند، این مهم را سرلوحه سیاست‌گذاری‌های خودشان قرار می‌دهند. پژوهش حاضر نیز در پی پاسخگویی به این پرسش اصلی است که اقتصاد و به‌ویژه دیپلماسی اقتصادی در سیاست خارجی ج.ا.ایران از چه جایگاهی (نقش و اهمیت) در طول چند دهه اخیر برخوردار بوده است؟ ادعای پژوهش آن است که توجه صرف به مسائل امنیتی و نادیده گرفته شدن اهداف اقتصادی مورد تاکید اسناد بالادستی در جهت‌گیری‌های سیاست خارجی باعث شده است که دولت‌های ج.ا.ایران استراتژی اقتصادی مشخصی در محیط منطقه‌ای و بین‌المللی نداشته باشند. یافته‌های پژوهش حاکی از آن است که نبود استراتژی‌‌های اقتصادی مشخص موجب نوسان در سیاست خارجی ج.ا.ایران در طول چهار دهه انقلاب و به‌ویژه از سال 1368 تاکنون شده است. پیگیری سیاست‌های مقطعی در اقتصاد سیاسی سیاست خارجی دولت‌های ج.ا.ایران و محقق نشدن اهداف پیش‌بینی‌ شده در برنامه‌های توسعه پنج‌ساله، از ویژگی‌های این دوران محسوب می‌شود که از پیامدهای آن می‌توان به عدم مقاوم‌سازی اقتصاد ملی، جهت‌گیری انفعالی در سیاست خارجی کشور و اثر پذیری تحریم‌ها اشاره کرد. بدین ترتیب در این پژوهش سعی می‌شود با استفاده از رویکرد توصیفیتحلیلی و با اتکا به منابع اسنادی موضوع مذکور مورد بررسی قرار گیرد.

Political economy in the foreign policy of the Islamic Republic of Iran; Emphasizing the foreign policy of the developmental government

The relation between economics and politics in the domestic and international spheres that shape economic diplomacy is essential for development. For this reason, developmentconcerned governments put this at the forefront of their policies. The present study also seeks to answer the main question: what is the position (role and importance) of economics and especially economic diplomacy in the foreign policy of the Islamic Republic of Iran during the last few decades? The research claims that the mere attention to security issues and ignoring the economic goals emphasized by the upstream documents in the foreign policy orientations has caused the governments of the Islamic Republic of Iran not to have a specific economic strategy in the regional and international environment. The findings of the study indicate that the lack of specific economic strategies has caused fluctuations in the foreign policy of the Islamic Republic of Iran during the four decades of the revolution, especially since 1989. Foreign policy pursuing crosssectional policies in the political economy of the governments of Iran and the failure to achieve the goals envisaged in the fiveyear development plans are among the features of this period. Foreigners noted the impact of sanctions. Thus, in this research, an attempt is made to study the mentioned issue using a descriptiveanalytical approach and relying on documentary sources.
