اقتصاد رانتیر و نظام تحریم های هوشمند: مطالعه موردی ج.ا. ایران.

اقتصادهای رانتیر به عنوان نوعی از اقتصاد که وابستگی زیادی به منابع درآمدی خارجی دارند، دارای ویژگیهایی هستند که آنها را از دیگر ساختارهای اقتصادی معمول متمایز و به اهداف آسان تری برای اعمال فشارهای مختلف تحریمی بدل می سازد. اقتصاد متکی به رانت نفتی ایران طی سالهای پس از انقلاب بنا به دلایل مختلف از جمله تخاصمات با ایالات متحده آمریکا و مناقشه هسته ای تحریمهایی را تجربه نموده که روند هوشمندی را در اشکال جغرافیایی، نظارتی و موضوعی برای اثرگذاری بیشتر شاهد بوده است. لذا آنچه در این مقاله بدان پرداخته می شود، پاسخ به این مسئله است که آیا اقتصاد رانتیر ایران باعث اثرپذیری بیشتر تحریمهای هوشمند شده است؟ بر این مبنا فرض اینست ساختار رانتی اقتصاد ایران نقشی موثر و پر رنگ در هوشمندی و بالطبع موثرشدن تحریمها داشته است. برای راست آزمایی این فرضیه، ضمن بررسی شاخصه های رانتی اقتصاد کشور و سیر هوشمند شدن تحریمها، اثرات و واکنش این دو متغیر با استفاده از روش توصیفی – تحلیلی مورد ارزیابی قرار می گیرد.

Rentier Economy and the Smart Sanctions System; A Case Study of the Islamic Republic of Iran

Rentier economies, as a kind of economy which is highly dependent to foreign sources of income, have features that distinguish them from other economic structures and make them easier target for various sanction pressures. Iran’s oilrentbased economy has experienced many types of sanctions during four decades after Islamic Revolution for various reasons, including the conflicts with the United States and the nuclear dispute. The sanctions which have been trend to smart process in geographical, monitoring, regulatory, and thematic forms to be more effective. So what will be consider in this article is; Does Iran’s rentier economy has made smart sanctions more effective? Based on this, it is assumed that the rent structure of Iran’s economy has played an effective and key role in the intelligence and effectiveness of sanctions. To test this hypothesis, while examining the rent indicators of the country’s economy and the smart sanctions proceeding, the effects and reactions of these two variables are evaluated by using a descriptiveanalytical method.
