بحران کرونا و تغییر پویش‌های راهبردی نظام بین‌الملل

بحران کرونا با مطرح کردن مقوله‌ای جدید در باب امنیت به‌نام امنیت بهداشت و درمان، اکثر کشورهای جهان را در اَشکال مختلف درگیر کرده است. برخی کشورها به‏جای آنکه به سمت همکاری برای مقابله با این چالش‏ها پیش بروند، به سمت رقابت و ناسازواری حرکت می‏کنند که نتیجۀ آن، شکل‌گیری الگوهای جدیدی در نظم بین‌المللی است. در این چهارچوب، این پرسش مطرح می‌شود که «بحران کرونا چه تاثیری بر پویش‌های راهبردی نظام بین‌الملل و الگوی نظم جهانی خواهد گذاشت؟» در پاسخ به‌عنوان فرضیه می‌توان گفت بحران کرونا به‌عنوان «متغیر مداخله‌گر و پیشران» باعث تسریع در روند تغییرات راهبردی نظام بین‌الملل از گذشته شده؛ به‌گونه‌ای که دیگر الگوهای نظم لیبرالی جوابگوی نیازها و دغدغه‌های متنوع بشری نیست و نظام جهانی بیشتر به سمت الگوهای غیرغربی روابط بین‌الملل و نظام‌های سیاسی مسئولیت‌پذیرتر همانند الگوهای شرقی و یا مدل دولت‌سازی فراملی موردنظر نظریه‌پردازان انتقادی پیش می‌رود. بدین‌ترتیب، بحران کرونا را نمی‎توان به‌عنوان یک متغیر مستقل در نظر گرفت که تغییردهنده اساسی نظم بین‎المللی باشد؛ بلکه یک «متغیر مداخله‌گر و شتاب‌دهنده» است که روند تغییر در نظم بین‏المللی موجود را شدت خواهد بخشید. درخصوص این موضوع که با وقوع بحران کرونا، نظم بین‏المللی موجود شاهد تغییر و تحولاتی بوده اختلاف‎نظر وجود ندارد، اما بر سر اینکه این تغییرات، شدت و عمقش چگونه خواهد بود و یا اینکه نحوه مدیریت این بحران چگونه باید باشد، اختلا‎ف‎نظر وجود دارد. در این مقاله با بهره‌گیری از روش توصیفی_تحلیلی و استفاده از نظریات خبرگان روابط‌ بین‌الملل به بررسی تاثیر بحران کرونا بر پویش‌های راهبردی نظام بین‌الملل و آیندۀ نظام جهانی خواهیم پرداخت.

Corona Crisis & Changing Strategic Dynamics of the International System

The Corona crisis has involved most of the world in various forms by introducing new categories of security called health security. Instead of working together to address these challenges, some countries are moving toward competition and intolerance, resulting in the formation of new patterns in international order. In this context, the question that arises is &what effect will the Corona crisis have on the strategic dynamics of the international system and the model of world order?& In response to the hypothesis, it can be said that the &Corona crisis as an intervening and driving variable& has accelerated the process of strategic changes in the international system from the past; In such a way that the models of the liberal order no longer meet the diverse needs and concerns of human beings, the world system tends to move towards more nonWestern models of international relations and more responsible political systems, such as the Eastern models or the transnational model of transnational government. Thus, the corona crisis cannot be considered as an independent variable that fundamentally changes the international order; Rather, it is an &intervening and accelerating variable& that will accelerate the process of change in the existing international order. Therefore, there is no disagreement about the fact that with the occurrence of the Corona crisis, the existing international order has witnessed changes and developments, but about how these changes will be, their intensity and depth, or how to manage this crisis. How it should be, there is a difference of opinion. In this article, using the descriptiveanalytical method and the theories of international relations experts, we will examine the impact of the corona crisis on the strategic dynamics of the international system and the future of the world system.
