تجزیه و تحلیل نقش اروپا در بازی بزرگ ایندو _ پاسیفیک

امروزه مرکز ثقل سیاست و امنیت بین‌الملل از حوزه اقیانوس اطلس به حوزه اقیانوس هند و آرام انتقال پیدا کرده است. اصطلاح ایندو _ پاسیفیک واژه ‏ای است که در توصیف این تحول به‌کار می‏رود. هر یک از قدرت‏های مهم بین‌المللی درصدد نقش‌آفرینی در این حوزه‏ اند. مقالۀ حاضر در پی پاسخ به این پرسش است که «اروپا در بازی بزرگ ایندو _ پاسیفیک چه نقشی ایفا می‏ کند؟» فرضیه مقاله که به روش توصیفی _ تحلیلی بررسی شده آن است که هم‌اینک اتحادیه اروپا در دو سطح «واحد‏های ملی» و «اتحادیه‌ای» نفوذ موثری در حوزه اقیانوس هند و اقیانوس آرام پیدا کرده است، اما برای ایفای نقش موثرتر می‏ تواند به نهادسازی در این حوزه مبادرت ورزد. علاقه کشورهای منطقه به نگرش هنجاری اتحادیه اروپا و نگرانی این کشورها از پیامدهای منفی رقابت چین و آمریکا در منطقه، فرصت مناسبی را برای نقش‌آفرینی اروپا در حوزه ایندو_پاسیفیک فراهم کرده است. به‌علاوه تلاش آمریکا برای ایجاد نظم منطقه ‏ای که در شکل استراتژی ایندو_پاسیفیک نمود یافته و تلاش چین برای ایجاد نظم منطقه ‏ای که در شکل ابتکار «کمربند _ جاده» تجلی یافته، همدیگر را خنثی می‏ کنند و این نیز به اروپا امکان می ‏دهد تا با اتخاذ استراتژی «میان نهادگرایی» به نظم منطقه ‏ای حوزه اقیانوس هند و آرام سامان بخشد. چنین نتیجه‏ ای در چهارچوب تئوری «توازن نقش»، عملاً نقش اروپا را در کنار آمریکا و چین در روند تحولات نظم منطقه‏ ای و جهانی تقویت می‏ کند.

This article seeks to answer the question of &what role does Europe play in the great IndoPacific game?& The hypothesis of the article, which has been studied by descriptiveanalytical method, is that the European Union has already gained effective influence in the Indian and Pacific Oceans at the level of &national units& and &Union&, but in order to play a more effective role, it can Institutionalization in this area. The interest of the countries in the region in the normative attitude of the European Union and their concern about the negative consequences of the SinoUS competition in the region has provided a good opportunity for Europe to play a role in the IndoPacific area. In addition, US efforts to establish a regional order embodied in the IndoPacific Strategy and China’s efforts to establish a regional order embodied in the BeltRoad Initiative are mutually reinforcing, allowing Europe to do the same. By adopting an &interinstitutional& strategy, to regulate the regional order of the Indian Ocean and the Pacific. Such a conclusion, within the framework of the role balance theory, practically reinforces the role of Europe, along with the United States and China, in the process of regional and global order developments.
