زمینه‌های تعامل، رقابت و تنش در روابط ژئوپلیتیکی ایران و آذربایجان و ارائۀ مدل پیشنهادی

موقعیت ژئوپلیتیک کشورها تحت تاثیر عوامل مختلفی همچون جنگ، انقلاب و تغییر در موازنۀ قدرت همواره در حال تحول می‌باشد‌. ایران و آذربایجان از کشورهایی بوده‌اند که روابط آن‌ها در طول سه دهۀ گذشته دچار تغییرات زیادی شده است‌. آنها در همسایگی یکدیگر قرار گرفته و از موقعیت خاصی برخوردارند‌. همین موقعیت خاص در طول تاریخ موجب رقابت‌ها و تنش‌هایی در روابطشان شده است‌. اما در کنار آن می‏توان اشتراکات قومی، مذهبی، تاریخی و اقتصادی آنها را به عنوان پتانسیلی برای همکاری ذکر کرد‌. این مقاله با روش توصیفی تحلیلی در‏صدد شناخت روابط ژئوپلیتیکی جمهوری آذربایجان با ایران در زمینه‌های رقابت، تنش و همکاری است‌. آذربایجان در منطقه ای واقع شده که به دلیل خصوصیات جغرافیایی و همسایگی با ایران همواره مورد توجه قدرت‌های جهانی بوده و بررسی ژئوپلیتیک آن می‏تواند در اتخاذ تصمیمات سیاسی، اقتصادی، فرهنگی و نظامی کشور ما سودمند و برای کاستن از تصادمات احتمالی در آینده مفید باشد‌. با در نظر گرفتن ژئوپلیتیک دو کشور، این نوشتار به بررسی این پرسش می‌پردازد که «چه عواملی در تعامل، رقابت و تنش ژئوپلیتیکی دو کشور تاثیر‌گذار هستند؟».  نتایج پژوهش نشان می‌دهد  زمینه هایی نظیر رودخانه ارس، انتقال نفت آذربایجان به بازارهای جهانی، بحران قره‏باغ، روابط آذربایجان با آمریکا و رژیم صهیونیستی، اقدام‏های خصمانه و تحریک‏آمیز علیه امنیت ملی ایران منجر به تنش و رقابت دو کشور شده است‌. در مقابل درهم‏تنیدگی ژئوپلیتیکی دو کشور، ظرفیت مناسب همکاری ژئواکونومیکی، تنگنای ژئوپلیتیکی آذربایجان، پیوستگی و مجاورت جغرافیایی، تعاملات فرهنگی، اجتماعی و مذهبی زمینه را برای همکاری دو کشور فراهم آورده است‌. در پایان مدل روابط ژئوپلیتیکی دو کشور و پیشنهادهایی برای توسعه تعاملات میان دو کشور ارائه شده است‌.

areas of interaction, competition, and tension in iranazerbaijan geopolitical relations and proposing a suggested model

the geopolitical position of countries is constantly evolving under the influence of various factors such as war, revolution and change in the balance of power. iran and azerbaijan have been countries that their relations have changed greatly over the past three decades. they are located next to each other and have a special position. this special situation throughout history has caused rivalries and tensions in their relationships. but in addition, their ethnic, religious, historical and economic commonalities can be mentioned as a potential for cooperation. this article uses a descriptiveanalytical method to understand the geopolitical relations of the republic of azerbaijan with iran in the fields of competition, tension and cooperation. azerbaijan is located in a region that due to its geographical features and proximity to iran has always been considered by world powers and its geopolitical study can be useful in making political, economic, cultural and military decisions of our country and useful to reduce possible future conflicts. considering the geopolitics of the two countries, the results show that areas such as the aras river, the transfer of azerbaijani oil to world markets, the nagornokarabakh crisis, azerbaijan’s relations with the united states and the zionist regime, hostile and provocative actions against iran’s national security have led to tensions and rivalry between the two countries. in contrast to the geopolitical entanglement of the two countries, the appropriate capacity for geoeconomic cooperation, the geopolitical bottleneck of azerbaijan, geographical coherence and proximity, cultural, social and religious interactions have provided the basis for cooperation between the two countries. finally, the model of geopolitical relations between the two countries and suggestions for the development of interactions between the two countries are presented.
