رویکرد انگلستان به برنامۀ هسته‌ای جمهوری اسلامی ایران: مطالعۀ موردی برجام

با توجه به اینکه انگلستان از قدرت‌های عرصۀ روابط ‌بین‌الملل محسوب می‌شود، لازم است رویکرد این کشور در قبال برنامۀ مهم هسته‌ای جمهوری اسلامی ایران به درستی فهم گردد. در این پژوهش، با مطالعۀ موردی مذاکرات سال 1392 تا 1394 که به توافق هسته‌ای برجام منتهی شد، راهبرد و سیاست انگلستان به عنوان یکی از مهم‌ترین کشورهای گروه 1+5 در مسئلۀ هسته‌ای جمهوری اسلامی ایران بررسی و سعی شده است سیاست خارجی این کشور در برابر برنامۀ هسته‌ای جمهوری اسلامی ‌تبیین شود. پرسش اصلی این پژوهش عبارت است از «چیستی رویکرد انگلستان نسبت به برنامۀ هسته‌ای جمهوری اسلامی ایران در مذاکرات هسته‌ای برجام». برای دستیابی به پاسخ این پرسش با استفاده از روش تحلیل مضمون، پس از بررسی اسناد اصلی و متن سخنرانی‌های موجود و مرتبط با موضوع در دولت و پارلمان بریتانیا و موضع‌گیری این کشور در زمان مذاکرات هسته‌ای، سعی شده است، سیاست خارجی این کشور در مسئلۀ هسته‌ای تبیین شود. در این نوشتار برای بررسی و تجزیه و تحلیل سیاست خارجی انگلستان در موضوع مذکور از پیش‌نظریۀ «جیمز روزنا»، استفاده شده است. نتایج این پژوهش نشان داد که توافق‌نامۀ برجام مطابق خواست و منافع ملی انگلستان نگاشته شده و این کشور برای امضا و حفظ آن تلاش‌های فراوانی کرده است.

the british approach to the islamic republic of iran’s nuclear program: case study of the jcpoa

given that the uk is one of the powers in the field of international relations, it is necessary to properly understand its approach to the islamic republic of iran’s nuclear program, which is an important issue for the iranian nation. in this study, a case study of the 2013 to 2015 negotiations that led to the jcpoa treaty examined british strategy on the nuclear issue of the islamic republic of iran and tried to explain its foreign policy against the iranian’s nuclear program. the main question of this study is what is the uk’s approach to the nuclear program of the islamic republic of iran in nuclear negotiations? in order to answer the above question using the thematic analysis method, the main documents and texts of the speeches have been discussed by the british government and parliament, and by examining the position of the united kingdom during the nuclear negotiations, it has been attempted to explain its foreign policy on the nuclear issue. this article uses james rosenau’s theory to examine and analyze british foreign policy on the subject. the results of this study show that the jcpoa has been written in accordance with the uk’s national interests and that the country has made considerable efforts to sign it and has since sought to maintain it.
